Xinhuanet Beijing, April 25 (Reporter Wang, Zou) In order to facilitate the masses and reduce their burden, citizens do not need to renew their identity cards when going through the formalities of moving their permanent residence. The draft law on citizens' identity cards, which is under consideration at the Second Session of the Tenth the National People's Congress Standing Committee (NPCSC) Conference, provides for this.

Yang Jingyu, chairman of the NPC Law Committee, made a report on the revision of the draft citizen ID card law to the second session of the 10th the National People's Congress Standing Committee (NPCSC) on 25th. He said that the draft law on citizens' identity cards submitted for deliberation previously stipulated that citizens should renew their resident identity cards when they go through the formalities of transferring their permanent residence, except that the permanent residence is transferred in the administrative areas of municipalities directly under the central government or cities with districts. Some members of the Standing Committee suggested that according to the provisions of the draft, the citizenship number is a unique and life-long identity code, and the new ID card has a machine-readable function, which can record and reflect the changes in household registration, and it is not necessary to stipulate that the ID card should be renewed when the permanent residence is transferred. Therefore, the Law Committee suggested that the relevant provisions should be revised as follows: when citizens go through the formalities of moving their permanent residence, the public security organs should record the change of citizens' residence address in the machine-readable items of resident ID cards and inform them.

Yang Jingyu said that the original draft stipulated that citizens should pay the certificate fee when applying for, redeeming or renewing their identity cards. Some members and localities have suggested that residents who receive the minimum living allowance in cities and those who have difficulties in living in rural areas should be exempted from the fees for applying for and renewing their citizen identity cards. Accordingly, the draft revised the relevant provisions.

The name of the resident identity card is intended to continue to be used.

The Law Committee of the Ninth National People's Congress said that according to the provisions of the two basic laws of Hong Kong and Macao, national laws shall not be implemented in the two special administrative regions except those listed in Annex III of the two basic laws. The provisions of this law on citizen identity cards shall not apply to residents of Hong Kong and Macao. When the Ninth the National People's Congress Standing Committee (NPCSC) deliberated the second draft of the draft, some members still suggested that compatriots from Hong Kong and Macao are also citizens of China, and they should also be issued with citizenship cards. According to the research of the current Law Committee, the public ID card stipulated in the draft is still based on household registration management, which is no different from the original resident ID card. Therefore, it is suggested that the name of this law be changed to the law of resident identity cards, and the citizen identity cards in all relevant provisions of the draft should be changed to resident identity cards accordingly. This amendment will not affect the implementation of the citizenship number system, nor will it affect the scope of issuing identity cards stipulated in the draft. (End)
