Introduction of Political and Legal Organs Meeting Artificial Intelligence: Does Robot Help Overcome Subjective Factor Errors?
Robots assist law enforcement in handling cases and overcome errors caused by subjective factors.

Political and legal organs welcome artificial intelligence "good helper"

"What is the legal consultation telephone number?"

"You can call 12348, which is a dedicated telephone for legal consultation."

Recently, the intelligent robot "Little Ai" appeared in the 20 17 National Political and Legal Information Technology and Equipment Exhibition hosted by Legal Daily, which attracted many visitors to stop. The above conversation took place between a visitor and Xiao Ai.

"Legal Daily" reporter interviewed grassroots political and legal organs in Beijing, Jiangsu, Shanxi and other places today and learned that with the continuous development of artificial intelligence, at present, a large number of intelligent robots have entered political and legal organs, or answered legal questions, or assisted in law enforcement, or assisted in sentencing trials, effectively improving the efficiency of law enforcement and handling cases, reducing the work pressure of front-line personnel, and gradually becoming "good helpers" in political and legal work.

Intelligent robots enter the circle of politics and law

It is understood that "Xiao Ai" is a robot that can provide intelligent guidance and diversion, business consultation, government affairs handling, case management, legal publicity, entertainment interaction and other services.

The relevant person in charge of "Xiaoai" R&D enterprise told the reporter that "Xiaoai" can set up different types of programs and provide professional services. The intelligent robots exhibited on that day are mainly used in the comprehensive service halls of public security systems, courts and procuratorial organs. At present, it has been put into use in many political and legal units across the country, and the feedback from the working people is good.

"Hello everyone, my name is Feng, and I am a wise legal expert from Fengtai people." In June this year165438+1October 17, the Justice Bureau of Fengtai District of Beijing launched the intelligent law popularization robot "Feng".

Similarly, Feng also has a powerful "brain", which stores more than 30,000 daily legal issues, 30 million effective court judgments, and more than 5 million words of laws and regulations. , you can recognize the voice and answer the questions raised by users quickly.

In order to promote the construction of "smart legal affairs", in April this year, Fujian's first lawsuit-guiding robot "Xiaofa" appeared in the Minhou County People's Court in Fuzhou, and conducted legal popularization and litigation guidance in the service hall; In July, the People's Court of chongzhou city, Sichuan Province launched the question-answering robot "Bug", which provides intelligent consultation, intelligent evaluation, online dispute resolution and other services based on the 28 million legal case big data platform.

In addition to answering questions, some intelligent robots also participate in law enforcement and handling cases.

On June 22nd this year, 165438+ Traffic Police Brigade of Lishi Branch of Lvliang Public Security Bureau installed the second intelligent service robot for public security traffic management, which integrates information inquiry, electronic files and other functions to assist law enforcement and case handling.

Ji Taigang, chief of the order section of the traffic police brigade in Lishi, said that the brigade officially launched the first intelligent robot in June this year 18. By the time the second robot was installed, the first robot had assisted in handling 28 188 illegal records and 22,092 illegal inquiries.

It is helpful to solve the problem of too many people and too few cases.

On the evening of March 27 this year, Zhou drunk and drove into a pedestrian Liu in the suburb of Suzhou, Jiangsu Province, causing Liu to fall in the bushes and die on the spot. After the accident, Zhou fled the scene by car.

On June 1 day, the People's Procuratorate of Wujiang District of Suzhou accepted the review and prosecution of the case.

Mu Huijuan, the procurator of Wujiang District Procuratorate, told the reporter that in the process of handling the case, the "case management robot" just launched by the hospital suggested that it was necessary to supplement the physical evidence involved. After the procuratorate fed back the information to the public security organs, the public security organs improved the evidence chain according to the opinions of supplementary evidence, which better promoted the handling of cases.

It is understood that the "case management robot" is a full coverage, full process, full trace, digital, standardized and intelligent software platform for procuratorial organs to handle cases, external supervision and internal management. It is subdivided into case management big data application platform, investigation supervision and public prosecution, and procuratorial intelligent auxiliary platform, which runs through the entire judicial case handling activities.

"The use of intelligent robots saves time for handling cases for political and legal police and improves work efficiency." Dong Wang, the operator of the media "CU Inspection Statement", told the reporter that taking the "case management robot" developed by the People's Procuratorate of Jiangsu Province as an example, when the undertaker handles traffic accident cases, the robot can quickly screen hundreds of questions in the file in a very short time to help find out the doubts and difficulties of the case.

Tang Xiaojun, the procurator of Wujiang District Procuratorate, shared the same feeling. The "case management robot" system is more detailed and comprehensive than manual marking examination, especially in terms of procedures and evidence legality. It largely overcomes the errors caused by subjective factors such as different abilities, responsibilities and work habits in manual examination, and pushes the key contents of evidence directly to the undertaker through systematic evidence backtracking and other functions to facilitate interrogation and examination.

Mu Huijuan added that the functions of the "case management robot" such as case recommendation and sentencing suggestion are very practical. Using the big data of referee information to fully understand the conviction and sentencing of similar cases can help judges apply the law more accurately and make sentencing suggestions more accurately.

"With the help of the' case management robot', legal documents such as review opinions, interrogation outlines and supplementary investigation outlines are automatically generated, which reduces the workload of judges' copywriting and improves the efficiency of handling cases." Mu Huijuan believes.

Functions need to be improved and expanded.

"It is obvious that robots have a long way to go to become real assistants of prosecutors and judges." Dong Wang said.

The reporter learned in the interview that at present, the application of intelligent robots in political and legal work is still in its infancy, and problems such as slow system response and insufficient comprehensive functions appear from time to time. The intelligence, deep learning ability and user experience of robots need to be improved, and they need to be constantly updated and upgraded at the technical level to adapt to the political and legal work in the new era.

Liu Deliang, dean of the Asia-Pacific Institute of Artificial Intelligence Policy and Law and a professor at the Law School of Beijing Normal University, believes that intelligent robots have just been applied to political and legal work, and the related technologies are not yet mature, so they need to be given more room for development.

Ji Taigang is worried that even if the technology is updated and upgraded, robots still have problems such as lack of feelings in communication with the masses, mechanization of service and mechanization of law enforcement.

In Liu Deliang's view, the improvement of user experience requires the technical development team and legal personnel to strengthen communication and clarify user needs in order to make good products with temperature.

Dong Wang suggested that the Supreme People's Procuratorate, the Supreme People's Court and other central political and legal organs should do a good job in top-level design, standardize the application fields and rules of political and legal robots, and cultivate a group of compound talents who know both law and science and technology, so that science and technology can support and lead the development of political and legal work.
