At the same time, a leading group for rural Chinese medicine work was established, with the county magistrate in charge as the leader and the heads of health, finance, development planning, construction, auditing, labor and other departments as members. The office of the leading group is located in the Health Bureau, and the director of the office is the deputy director of the Health Bureau, who is responsible for handling daily affairs. According to the Construction Standards and Appraisal Rules, the Office of the Leading Group conducted a month-long investigation and demonstration on the current situation of TCM medical institutions in the county. Since its establishment in the early 1980s, our county hospital of traditional Chinese medicine has gradually developed from scratch, from small to large, relying on its own characteristics of traditional Chinese medicine. Especially in recent years, it has developed rapidly in business, which fully embodies the important role of traditional Chinese medicine in disease prevention and treatment. The number of inpatients is increasing day by day, and the original inpatient department of 4 16m2 is far from meeting the normal business needs. In order to change the dilemma faced by traditional Chinese medicine hospitals, the inpatient building construction project of traditional Chinese medicine hospitals in this county is listed as one of the key construction projects guaranteed by county government leaders in rural areas where the work of traditional Chinese medicine is up to standard. The putting into use of this project will greatly improve the current situation of poor hospitalization conditions and backward infrastructure in Chinese medicine hospitals, and let the people see the hope of the development of Chinese medicine in our county. The leadership of the county hospital of traditional Chinese medicine is closely United and makes great efforts to run the city together with the leaders of the county health bureau, actively strive for funds, and handle the project of the inpatient building. In the preparatory work, they often forget to eat and sleep, especially in the face of the double difficulties of lack of funds and narrow hospital space. The main leaders of the county health bureau personally coordinated and reported to the county many times, and the county government in charge of the leadership coordinated and solved the land use problem of Chinese medicine hospitals. When going through other formalities, the county development and planning bureau, construction bureau and other departments also gave the green light all the way, so that the inpatient building project designed as a three-story brick-concrete structure with an area of1947m2 and a total cost of1173,000 yuan was successfully started in March this year, and the main project has passed the acceptance. During the construction of the project, bureau leaders and hospital leaders actively went to provinces and cities to raise funds, and successively strived for provincial and municipal special funds of 4 1 10,000 yuan, hospitals raised 300,000 yuan and employees raised 500,000 yuan, which ensured the smooth implementation of the project. It is expected to be completed and put into use in September. After the inpatient building is put into use, the number of beds will be increased from 40 to 100, which will standardize the setting of clinical departments and provide a good rest environment for the people in the county to prevent and treat diseases. In March this year, the hospital invested 6.5438+0.05 million yuan to buy a hemoglobin counter and a Chinese medicine decocting machine, which provided patients with all-round medical services.
2. Strengthen infrastructure construction and service connotation. First, according to the characteristics of people's illness in mountainous areas, the development idea of "people-oriented, highlighting characteristics, leading hospitals with specialties" has been determined in business construction, and the focus of business development has always been on the construction of specialized diseases. County Hospital of Traditional Chinese Medicine enjoys a certain reputation in the county. In recent years, its business has developed rapidly and played a leading role. The hospital has also implemented the policy of giving priority to people, money and materials. In July last year, the academic leaders of this department were sent to Tianjin Hospital of Traditional Chinese Medicine to study for half a year. Treating apoplexy and its sequelae with the method of refreshing brain and inducing resuscitation, treating facial paralysis caused by various reasons with pricking blood therapy, and treating various bone and joint diseases with fumigation of traditional Chinese medicine. The clinical effect is remarkable, which not only shortens the course of disease, but also reduces the burden on patients. It has won the trust and praise of the masses, and the number of patients has greatly increased. The number of outpatients with only eight treatment beds is as high as 60 per day. The hospital has also acquired more than ten physiotherapy equipment for this department, such as lumbar traction bed and cervical traction bed, which has created conditions and laid a foundation for its development. In May this year, the county hospital of traditional Chinese medicine added the dermatology department of traditional Chinese medicine. At present, we are gradually deploying equipment to strengthen our business strength, so as to give full play to our advantages and attract patients. It is expected to develop to the scale of experts by the end of next year. The second is to adopt the method of "please come in and send out" to continuously strengthen the construction of talent team. The County Health Bureau has specially formulated the "Three-year Training Plan for Health Technicians", which requires that all young and middle-aged Chinese medicine practitioners in the county should go to hospitals at or above the county level for rotation training within three years. From June 5438 to 10, 2003, the county health bureau hired professors from Shaanxi College of Traditional Chinese Medicine and famous traditional Chinese medicine practitioners in our county to hold a three-month on-the-job training and upgrading class for traditional Chinese medicine. They trained 32 Chinese medicine practitioners in counties, townships and cooperatives in the county through outpatient service, rounds, medical record discussion and knowledge lectures. Through training, students' ability to apply basic knowledge of traditional Chinese medicine has been greatly improved. For example, several young doctors, such as Cuimu Central Hospital, Getou Temple Central Hospital and Changfeng Central Hospital, quickly opened up the situation in their respective posts, became the business backbone of our hospital, and were promoted to the management positions of township hospitals, thus driving a large number of Chinese medicine talents to stand out and injecting new ideas into the development of Chinese medicine in the county. County Chinese Medicine Hospital insists on sending promising personnel with both ability and political integrity to provincial and municipal hospitals for further study as planned. Last year, two people were sent to Tianjin, Hunan and other big hospitals for further study, and two people were sent to provincial and municipal hospitals for further study. At the same time, the county hospital of traditional Chinese medicine has also formulated the Measures for the Administration of Talent Training to encourage employees to participate in various forms of academic education. In the incentive policy: those who go out for further study are paid in full and given a certain living allowance; On-the-job study, tuition fees are reimbursed according to academic qualifications. At present, 90% of young workers have participated in on-the-job study such as correspondence, TV University and self-taught examination, and a strong learning atmosphere has quietly formed among Chinese medicine personnel in the county. In September, 2003, two young Chinese medicine practitioners from the Department of Traditional Chinese Medicine in the county hospital were admitted to Shaanxi College of Traditional Chinese Medicine and Chengdu University of Traditional Chinese Medicine to study for master's degrees. According to the arrangement of the Health Bureau, the two county-level hospitals have planned to train all kinds of Chinese medicine professionals and technicians for grass-roots hospitals, organize famous old Chinese medicine practitioners to go to the countryside for free clinics, provide professional guidance, and improve the technical level of Chinese medicine diagnosis and treatment in grass-roots hospitals. From August last year to June this year, 22 Chinese medicine practitioners went to the grass-roots level to give lectures, go to the countryside for free consultation and business guidance 16 times, which made great progress in the business skills of Chinese medicine practitioners at the grass-roots level.
3. Improve the working system and strengthen hospital management. In order to strengthen internal management, we have formulated detailed rules for the assessment of TCM work, refined the professional work, issued task indicators, and set up second-and third-level assessment leading groups to assess TCM work in hospitals at any time. The implementation of this method fully mobilized the staff's work consciousness and enthusiasm, and made all the work step by step on the track of institutionalization and standardization, and achieved good social and economic benefits. In the first half of this year, there were 59,000 TCM outpatient visits in the county, including 436 emergency visits and 673 hospitalizations. The utilization rate of hospital beds was 90%, the success rate of rescue was 1 0,000%, and the outpatient and inpatient treatment rates reached 80% and 75% respectively.
4. Conscientiously implement the spirit of the Opinions of the Municipal Party Committee and the Municipal Government on Further Strengthening Rural Health Work, and continuously strengthen rural health work. The third is to strengthen the construction of traditional Chinese medicine in township hospitals throughout the county. In view of the uneven distribution of Chinese medicine personnel in the county and the paralysis of Chinese medicine department in some township hospitals, the layout and structure of Chinese medicine nursing professionals in the county were reasonably adjusted, so that all the township hospitals in the county 16 set up qualified Chinese medicine departments, and 9 township hospitals built Chinese medicine acupuncture physiotherapy rooms. Through adjustment, the functions of township hospitals have been improved, the personnel structure has been optimized, and Chinese medicine has played a unique role in the vast rural areas.
5, conscientiously implement the "Regulations on the management of rural doctors", adhere to a village, to further standardize the practice of village-level health institutions. First, in combination with the renewal of new medical licenses by medical institutions, the rural medical staff in 98 village clinics in the county were trained and assessed in a unified way to familiarize them with health laws and regulations and update their knowledge of disease prevention in traditional Chinese and western medicine. Second, by strengthening personnel qualification access, 84.25% of rural doctors have reached the level of technical secondary school or above. Third, in accordance with the spirit of Document No.24 (2003) of Baoshifa, encourage and support Chinese medicine personnel in village clinics to participate in the cultivation of Chinese herbal medicines, actively use local Chinese herbal medicine resources, and treat the people with self-planted, self-collected and self-used Chinese herbal medicines. According to statistics, there are 2 1 Chinese herbal medicines planted by rural doctors 183 mu in China. 1, taking the development of Chinese herbal medicine production as one of the development strategies of our county to adjust the industrial structure and increase farmers' income. Since the Fourth National Committee of the 14th CPC Central Committee and the Second National People's Congress of the 14th CPC Central Committee, Chinese herbal medicine cultivation has been identified as one of the key projects to increase farmers' income in the county. Take the order production mode of company+base+farmers to guide the masses to develop suitable Chinese herbal medicines such as Bupleurum, Scutellaria baicalensis and Isatis indigotica. Strictly follow gap standards, vigorously promote standardized planting, and improve the quality of medicinal materials production. This year, 200 mu of Scutellaria baicalensis demonstration sites, such as Sujia Village in Changfeng Township, Fengyuan Village in Sangshuyuan Township and Tuqiao Village, have played a demonstration and driving role in the large-scale cultivation of Chinese herbal medicines in the county. According to statistics, at present, there are 20 demonstration parks with an area of over 100 mu in 10 township and 2960 farmers planting Chinese herbal medicines, covering an area of 12800 mu.
2. On the basis of giving full play to the functions of drug supervision and management, the county institute for drug control actively participated in the activities of establishing rural Chinese medicine standard counties. First, the modern technology consulting service department of traditional Chinese medicine was established to provide technical guidance for farmers in the county to plant Chinese herbal medicines and introduce improved varieties. Second, by attracting foreign investment, Renshou Chinese herbal medicine processing base with an investment of 10 million yuan was built. It is expected to be put into production at the end of September, with an annual processing output of100000 tons, which will realize one-stop service of production, processing and sales.
Third, the existing problems:
1, the funding gap of the inpatient building project of county traditional Chinese medicine hospital is large. After the inpatient building is completed, the allocation cost of internal office facilities is estimated to be 500,000 yuan, and the fund raised by employees is 500,000 yuan. The funding gap of 654.38+0 million yuan cannot be implemented at present. Because the county economy in our county is very poor, the county finance is unable to solve it, so please give support from provinces and cities.
2. The continuing study and education of TCM personnel can't adapt to the new situation. Although in recent years, the province has given support to rural Chinese medicine professional and technical personnel for further study, subsidizing certain tuition fees for further study, but township hospitals have implemented personnel benefit wages, and it is difficult to implement students' salaries and build an echelon of Chinese medicine talents.
3. The infrastructure of township hospitals and village clinics is poor, and it is difficult to adapt to the current medical market and the medical requirements of the people.

3, continue to do a good job in the construction of special diseases of traditional Chinese medicine and the connotation construction of traditional Chinese medicine institutions. First, the county hospital of traditional Chinese medicine should strengthen the propaganda of dermatology of traditional Chinese medicine, improve its professional level, and make it reach the specialist scale on schedule.
