The identification of educated youth's identity and related issues are highly policy-oriented and complicated. Before the new policy is promulgated by the state, it is generally implemented in accordance with the document No.23 of the former Ministry of Labor and Personnel [1985].

Bring proof documents and photocopies, as well as household registration book, graduation certificate and ID card (including photocopies) to the police station and labor bureau in the current jurisdiction to issue certificates.
