1. To be promoted to the first-level chief clerk, you must have held a leadership position for more than two years, or a second-level chief clerk for more than two years, or have held a leadership position and a second-level chief clerk for more than two years.

2. There is no proportional limit to the number of positions of the first to fourth-level directors in deputy provincial and above organs, so civil servants in such large organs can be promoted as long as they meet the requirements of service years.
