Born in Quzhou City, Zhejiang Province, 1965. Doctor of History, Associate Professor of Peking University History Department, majoring in European history and German history. He used to be the executive director and deputy secretary-general of China Modern World History Society, and the director of German China History Society. He is the author of A Study on the Bureaucracy in Modern Prussia.
