The National Development and Reform Commission officially approved the Notice on the Establishment of the Leading Group for the Preliminary Work of the Development and Demonstration of Heishanxia Reach of the Yellow River (No.984 of the Development and Reform Office [2015]). The leader of the leading group is Zhang Yong, deputy director of the National Development and Reform Commission, and the deputy leader is Jiao Yong, vice governor of Gansu Province, and Wang Xiyu, vice chairman of Ningxia Autonomous Region. Members include Ministry of Land and Resources, Ministry of Environmental Protection, Ministry of Agriculture, State Forestry Administration and Seismological Bureau of China. The Notice requires that the Ministry of Water Resources, together with Gansu Province, Ningxia Autonomous Region and relevant departments and units, organize the establishment of a special working group for the development of the Heishanxia reach of the Yellow River, concentrate on speeding up the work progress, concretely implement the tasks agreed by the leading group, refine and clarify the work plan, road map and timetable, and make practical and effective progress. Report relevant work to the leading group in a timely manner. " The establishment of the work leading group will play an important role in coordinating and promoting the preliminary work of the development and demonstration of Heishanxia reach of the Yellow River.
The development of Heishanxia reach of the Yellow River is one of the 172 major water conservancy projects accelerated by the state, and it is also one of the "7+2" major projects determined by the autonomous region this year. The development and reform commission of the autonomous region earnestly implements the deployment of the party Committee and government of the autonomous region. Since last year, it has repeatedly reported to the National Development and Reform Commission to promote the preliminary work of the Daliushu project and made initial progress. Under the great attention of the leaders of the autonomous region, the National Development and Reform Commission organized the relevant ministries and commissions of the state and Gansu and Ningxia provinces to hold the Heishanxia reach development demonstration meeting in September last year and1October last year respectively, and decided to officially start the demonstration work of the Heishanxia reach development project proposal stage, and defined the task division and time node of the preliminary work. At the same time, in order to further promote the project demonstration and preliminary work, the meeting decided that the National Development and Reform Commission should take the lead in setting up a leading group for the preliminary work of the development demonstration of Heishanxia reach of the Yellow River, and the Ministry of Water Resources should take the lead in setting up a special working group for the preliminary work, and asked the Ministry of Water Resources to complete four special studies, including the functional orientation of the development of the reach, the investigation of reservoir inundation and resettlement, and the evaluation of ecological environment impact, in the first half of 20 15, and complete the comparison and selection of the development schemes of the reach before the end of the year.
At present, the work leading group led by the National Development and Reform Commission and the special working group led by the Ministry of Water Resources have been established. At the same time, the National Development and Reform Commission has reserved the preliminary work funds for the development and demonstration of the Heishanxia reach of the Yellow River, which will be allocated after the Ministry of Water Resources reports the preliminary work task book. The main work in the next step is to urge the Ministry of Water Resources to report the preliminary work tasks to the National Development and Reform Commission as soon as possible, and pay close attention to the preliminary demonstration and access exploration according to the time requirements. The Development and Reform Commission of the Autonomous Region will work with the Water Resources Department of the Autonomous Region to strengthen communication with the Ministry of Water Resources, actively cooperate with the previous demonstration work, and strive to complete and report it to the National Development and Reform Commission as soon as possible.
