He took the lead and commanded from the front, handling 30 cases of duty crimes with 36 people, including 7 major cases with 7 people, which saved the country more than 7 million yuan in economic losses. The procuratorial work of dereliction of duty and infringement has been among the best in the city's appraisal for many years in a row. Luo Moumou's dereliction of duty case was rated as a high-quality case of investigating and handling duty crimes by procuratorial organs in the whole region in 2004. In 2005, the Procuratorial Office for Dereliction of Duty was rated as one of the top ten Procuratorial Offices for Dereliction of Duty and Infringement in China, and in the same year, it was rated as an advanced collective for special activities to investigate and deal with human rights crimes committed by state functionaries by taking advantage of their powers. After working in Saihan District Procuratorate, he put forward the working idea of "taking professional work as the leader, reform and innovation as the driving force, procuratorial culture as the carrier and team building as the guarantee", and launched new measures such as "Professional Advisory Group of Procuratorial Committee Office", which organized and investigated 20 cases of duty crimes with 24 people, accounting for 60% of major cases, and promoted the development of all work. In July 2006, he was awarded the title of "Excellent Young Defender in Inner Mongolia" by the Youth League Committee of the Autonomous Region and other departments 10.
