The clue of the case of "Senhao Apartment" was discovered by the special office of the National Audit Office in Wuhan during the audit of Cinda Asset Management Company in June 5438+ 10, 2004. Five people, including developer Zou Qing, were charged with "contract fraud". The public prosecutor alleged that Zou Qing, as the legal representative of Beijing Huayunda Real Estate Development Co., Ltd., instructed Xue Weixing, an employee of the company, to falsify income certificates and down payment certificates, and fabricated the sales situation of "Senhao Apartment" commercial housing. From February 2000 to June 2002, Zou Qing signed a false sales contract and defrauded the bank of personal mortgage loans of more than 6 million yuan. In addition, when Zou Qing was the director of Huaqing Times Investment Group Co., Ltd. and actually controlled the company, he instructed Yu Jiansan and Nie Ping, assistants to the chairman, to adopt the above-mentioned means and methods to defraud more than 654.38 million yuan with the "Huaqing Apartment" project.

Two people, including lawyer Kong Weidong, were charged with "the crime of issuing supporting documents with great inaccuracy". Lawyer Kong Weidong of Beijing Jiahui Law Firm and lawyer Zhan Jun of Beijing Huayi Law Firm issued legal opinions to the bank, proving that the loan applicant has the ability to repay the loan and meets the conditions for applying for the loan, and did not conduct due diligence when providing legal services for the personal housing loan business of the bank. It is reported that this is the first time that the Beijing Procuratorate has investigated the criminal responsibility of the lawyer's dereliction of duty in the loan fraud case.

Three bank employees, including Xu, were accused of "dereliction of duty of state-owned enterprise personnel" because they were seriously irresponsible in the above-mentioned personal housing loan approval process and did not strictly implement the bank credit system, and issued personal housing loans of more than 7 million yuan to false loan applicants, causing heavy losses.
