The tutors of Institute of Biotechnology of Hebei University are Zhang Ming, Zhang Xin, Cai Yongping, Zhu, Yang Jianbo. The Graduate School of Hebei University, affiliated to Hebei University, is the only provincial-level key comprehensive university jointly established by the Ministry of Education, the Ministry of Finance and the People's Government of Hebei Province. Its predecessor was Tianjin Technology and Business University, a Catholic school founded by 192 1 in Tianjin.

The Hebei Provincial Party Committee and the provincial government decided to focus on the construction of Hebei University four times: 1960, 1962, 1978 and 1994. 1996, Hebei provincial party Committee and provincial government further decided to focus on the construction of Hebei university according to the standards and requirements of "2 1 1 project" institutions. In May 2002, the Ministry of Education and the Ministry of Finance jointly issued the Notice on Supporting the Construction of Hebei University, and decided to jointly support the construction of Hebei University with the People's Government of Hebei Province.
