Changning City is located in the south of Hunan Province, southwest of Hengyang City and on the right bank of the middle reaches of Xiangjiang River. Leiyang city in the east, Guiyang County in the south, Qiyang County in the west, and Qidong and Hengnan counties across the Xiangjiang River in the north. It is located at 26 07'-26 36' north latitude and112 07'-12 41'east longitude. The city covers an area of 2046.6 square kilometers, accounting for 1% of the total area of the province, ranking 52nd among counties and county-level cities in the province and 5th among seven counties (cities) in Hengyang.

Changning City is the first city of Camellia oleifera in China, the hometown of Cunninghamia lanceolata, a city with free public transportation, the second batch of county-level cities with comprehensive law enforcement of business administration in China, and the third batch of resource-exhausted cities in China.
