The meeting discussed the draft articles of association, put forward the purpose of "transforming the old art, developing the new art and serving the people", and set up four groups of drama, music, painting and art education, so as to expand the membership among art lovers, middle school students and primary and secondary school teachers in the city. On May 23rd, the inaugural meeting was held in Zhongshan Park Auditorium in Wenzhou, with more than 100 members. After the adoption of the Articles of Association, 1 1 executive members and 165438 alternate members were elected, with Zhang as the chairman. At the end of 1949, artists' associations, musicians' associations, writers' associations and dramatists' associations were established one after another.

In order to further strengthen the leadership of literary and art workers in the whole region (city), the preparatory group for the leadership of Wenzhou urban and municipal literary and art workers' associations was established in May 195 1. In the same year, from June 3rd to 6th, a congress of literary and art workers in Wenzhou City was held in the Auditorium of Wenzhou Federation of Trade Unions, with representatives from Rui 'an, Pingyang, Yueqing, Qingtian, Taishun, Yuhuan, Yongjia and wencheng county, as well as representatives from literary and art associations, drama, music, drums, storytelling and other special guests in this city, totaling 107. Zheng Boyong, director of the Propaganda Department of Wenzhou District Committee of the Communist Party of China, gave a speech on "The Direction of Future Efforts of Literary and Art Workers"; MCA made a report on the future work plan on behalf of the Preparatory Committee; Sha Bing, Zhu Zhaodong and Huang made special speeches. Wu Jun, deputy director of the Propaganda Department of the Municipal Party Committee and leader of the preparatory leading group of the Federation of Literary and Art Circles, delivered an opening speech. Ye, deputy head of the preparatory group of the Federation of Literary and Art Circles, made a work report entitled "Strengthening Unity and Prosperity Creation and Striving for Building Socialist Spiritual Civilization". The meeting adopted the new articles of association of the Federation of Literary and Art Circles, elected 99 members of the second committee of Wenzhou Federation of Literary and Art Circles, and elected the chairman and vice chairman. President wujun, Vice Presidents Fang Jiaxi, Fang Jiekan, Ye and Yu Zongjian, Secretary General Ye (concurrently) and Deputy Secretaries General Yu Xinchen, Qu Chuan and He Qiongwei were hired as honorary presidents. During the meeting, the associations affiliated to the Federation of Literary and Art Circles held congresses respectively, elected a new Council, and produced a chairman and a vice-chairman. In March of the same year, the Federation of Literary and Art Circles was established, with Wu Junren as secretary and Ye, Yu Xinchen and Qu Chuan as party member. On the eve of the first meeting of the third session of the Municipal Federation of Literary and Art Circles, the Municipal Federation of Literary and Art Circles renamed the original top ten literary and art workers' associations as top ten literary and art associations, and held congresses respectively to elect a new Council and produce a chairman and vice chairman. The top ten writers' associations are writers' associations, dramatists' associations, musicians' associations, dancers' associations, artists' associations, photographers' associations, calligraphers' associations, folk writers' associations, folk artists' associations and film and television artists' associations. More than 300 delegates attended the meeting through democratic elections, resulting in the fourth Committee composed of 52 members and the election of the new leadership of the Federation of Literary and Art Circles. President, Vice Presidents Huang Jiashan, Shen Guolian, Weng Huanxin, Lin and Zhang Sicong, and Secretary General Shen Guolian (concurrently). Wu Jun was appointed as honorary chairman, and Ma Hua, Fang Jiaxi, Yu Zongjian and Chen Yuxin were consultants. Liu Wenqi served as Party Secretary, and Huang Jiashan and Shen Guojun served as Party members.

19991223, the fifth congress of Wenzhou Federation of Literary and Art Circles was held in the urban area. The conference discussed and adopted the revised articles of association of the Municipal Federation of Literary and Art Circles, democratically elected 57 members, chairmen and vice-chairmen of the Fifth Committee, appointed chairmen and deputy secretaries-general, and hired honorary chairmen and advisers. President Zhang Sicong, vice presidents Huang Ruigeng, Zhong Qiushi, Huang and Lin, Zhong Qiushi concurrently serves as secretary-general, Chen Chuxin as deputy secretary-general, Wu Jun as honorary president, Fang Jiaxi, Chen Yuxin, Ge Wujiao, Shen and Weng Huanxin as consultants. Huang Ruigeng was appointed.

In July 2000, the general branch of Wenzhou Federation of Literary and Art Circles was established. At the same time, ten writers' associations and five escrow associations also set up temporary party branches and elected temporary party branch secretaries. Wenzhou Federation of Literary and Art Circles used to work in the courtyard of Fangshi Agricultural Committee, and then moved to the former Wenzhou Municipal Committee's courtyard at Fang 1, and moved to the current address at Fang 23 in the spring of 1984.

The Federation of Literary and Art Circles has two rooms and one department. The office is responsible for daily office affairs, as well as finance, logistics, security, personnel management and archival work. The creative research office is responsible for collecting the dynamic information of the city's literature and art, organizing creative discussions, planning literary and artistic activities, editing and publishing publications and newspapers. The organization liaison department is responsible for the work liaison with the counties and cities' Federation of Literary and Art Circles and Writers' Associations, and organizes the implementation of counseling and training when necessary. In 2000, according to the needs of its own construction, the Federation of Literary and Art Circles established the Cultural Development Department, which is responsible for related economic activities and development matters.

Wenzhou Federation of Literary and Art Circles has a magazine and a newspaper. As the function and image of the Federation of Literary and Art Circles, different changes have taken place in different historical periods. 198 1 the creative office of the municipal cultural bureau founded the magazine "literary youth", with He Qiongwei as the deputy director.
