If the application matters do not fall within the scope of functions and powers of the department, it shall immediately make a decision of rejection, issue a notice of rejection, and inform the applicant to apply to the relevant (food) drug supervision and administration department; \ x0d \ 2。 If there are errors in the application materials that can be corrected on the spot, the applicant shall be allowed to correct them on the spot; \ x0d \ 3。 If the application materials are not standardized or do not conform to the statutory form, a Notice of Supplementary Materials shall be issued to the applicant on the spot or within 5 days to inform all the contents that need to be supplemented at one time. If it disagrees with the establishment, it shall explain the reasons \x0d\ inform the applicant of the right to apply for administrative reconsideration or bring an administrative lawsuit according to law. \x0d\ (4) After the preparation is completed, the applicant shall submit an application for acceptance to the (food) drug regulatory agency that accepted the application, and submit the following materials: \ x0d \ 1 Application Form for Drug Business License; \ x0d \ 2。 The approval certificate of the proposed enterprise issued by the administrative department for industry and commerce; \ x0d \ 3。 The floor plan of the business place and warehouse and the certificate of the property right or use right of the house; \ x0d \ 4。 Qualification certificates and letters of appointment of pharmaceutical professional and technical personnel who have obtained qualifications according to law; \ x0d \ 5。 Quality management documents and main facilities and equipment catalogue of the enterprise to be established. \x0d\ (5) The (food) drug supervision and administration institution that accepts the application shall, within 15 working days from the date of receiving the application, organize the acceptance in accordance with the Implementation Standards for Acceptance of the Establishment of Drug Retail Enterprises, and make a decision on whether to issue the Drug Business License. If it does not meet the requirements, it shall notify the applicant in writing and explain the reasons. At the same time, the applicant shall be informed of the right to apply for administrative reconsideration or bring an administrative lawsuit according to law.
