PPP refers to the process of cooperation between the public sector and the private sector. In this process, the resources controlled by the non-public sector are allowed to participate in the provision of public goods and services in order to obtain more favorable results than when the partners act alone.

1, the chief supervision engineer is the general manager of the construction project supervision work, and he is responsible for the supervision unit internally and the owner (construction unit) externally; 2, in the process of construction, the chief supervision engineer shall hold regular site meetings, which mainly invite the owner, general contractor and subcontractor to attend, and the minutes of the meeting shall be drafted by the project supervision agency and countersigned by the representatives of all parties present; 3, in the process of engineering construction, engineering shutdown, design changes, cost claims and other related to the construction contract, must be carried out through the engineering supervision unit. 4. The supervision unit shall participate in the project completion acceptance organized by the owner and sign the opinions of the supervision unit. 5. After the construction project supervision is completed, the supervision unit shall submit supervision files (including design changes, engineering change data, supervision mandatory documents, various visa data and other files) to the owner. 6. After the completion of the supervision work, the project supervision institution shall submit a summary of the supervision work to the owner, mainly including an overview of the performance of the entrusted supervision contract, the evaluation of the completion of the supervision task or target, etc.
