1. Definition of bidder
A bidder refers to a legal person or other organization that responds to the tender and participates in the competition for the purpose of winning the bid. Some special bidding projects, such as scientific research projects, also allow individuals to participate in bidding. A tenderer is a legal person or other organization that proposes a project subject to tender in accordance with the provisions of this Law. (Article 8 of the Bidding Law of People's Republic of China (PRC))
2. Bidder qualification documents
1. According to Article 9 of the Instructions to Bidders, the bidder shall submit documents proving that it is qualified to participate in the bidding and capable of performing the contract after winning the bid as part of its bidding.
2. The qualification documents submitted by the bidder shall satisfy the buyer, and the bidder shall come from the qualified source country specified in Article 2 of the Instructions to Bidders.
3. The qualification documents submitted by the bidder to perform the contract after winning the bid shall satisfy the buyer.
(1) If the goods provided by the bidder under the contract are not manufactured by the bidder himself, the bidder shall be officially authorized by the goods manufacturer to provide the goods in the buyer's country;
(2) The bidder has the capital, technology and production capacity required to perform the contract;
(3) If the bidder has no business in the buyer's country, the bidder shall be or will be represented by an agency operating in the buyer's country (if winning the bid), which shall be equipped and capable of fulfilling the seller's obligations of repair, maintenance, repair and spare parts storage as stipulated in the contract terms and/or technical specifications.
(4) The bidder meets the qualification criteria listed in the bidding data sheet.
