Wang Jinbao, director of the Energy Bureau of Inner Mongolia Autonomous Region, said that this decision was made because the autonomous region believed that ensuring people's heating in winter in Inner Mongolia was the biggest livelihood project and popular project, and it was also the unshirkable responsibility of governments at all levels.

The decision requires that the Energy Bureau of Inner Mongolia Autonomous Region is responsible for coordinating the implementation of coal sources for farmers and herdsmen in winter heating. The use of coal by farmers and herdsmen in the coal-producing Union City shall be solved by the Union City; Farmers and herdsmen in the Union City who lack their own supply capacity use coal, and get help from Ordos, Hulunbeier, Xilin Gol and other major coal producing areas.

Wang Jinbao said, regarding the coal price that people are generally concerned about, the autonomous region requires that the heating coal price of farmers and herdsmen in all allied cities in the whole region should not rise by more than 20% on the basis of the pit price at the end of last year 10 according to the calorific value of different coals.
