Lei, male, Han nationality, once served as member of the Standing Committee of Linwu County Committee and Minister of Propaganda Department. In August 2006, he served as an investigator of Linwu County Committee. In June 2007, he served as party secretary and director candidate of the Standing Committee of Linwu County People's Congress. In February 2007, he served as the director of the Standing Committee of the 15th National People's Congress in Linwu County.

The first meeting of the 15th People's Congress of Linwu County elected Lei as the director of the Standing Committee of the County People's Congress, and Luo Xinchang, Li Xifa, Tang, Tang and Liao (female) as the deputy directors of the Standing Committee of the County People's Congress. Elected as the county magistrate of the county people's government, and Gu, Tang Jiashan, Chen Xiuyu (female), Luo Yueqiang and Duan Waibin were the deputy heads of the county people's government; Li ke was elected president of the county people's court.

At 8: 30 am on February 29th, 2007, the first meeting of the 15th People's Congress of Linwu County was grandly opened in the Workers' Club. Luo Shengjia, director of the Standing Committee of County People's Congress, presided over the meeting.
