Notice of the municipal government on adjusting the compensation standards for land requisition of counties (cities), district people's governments, municipal committees, offices and bureaus (companies) and directly affiliated units:

In order to further standardize the management of collective land expropriation and house demolition, ensure the smooth progress of urban construction, and safeguard the legitimate rights and interests of landless farmers and rural collective economic organizations, according to Su Fa [2003] 14 "Opinions of the provincial government on deepening the reform of land use system and optimizing the allocation of land resources", Xuzhou Municipal Government Decree No.98 "Administrative Measures for House Demolition by Collective Land Expropriation" and Xu [2004] No.43 "Municipal Government on the Comprehensive Establishment of Land Expropriation" I hereby inform you.

1. What is the compensation and resettlement standard for "village in city"? According to the spirit of documentNo. Su [2003]14 of the provincial government, the compensation and resettlement methods and standards for "villages in the city" housing demolition in the urban planning area of our city are implemented with reference to the Measures for Urban Housing Demolition, and the determination of the legal construction area of the demolished houses is carried out according to Decree No.98 of the municipal government. The scope of "village in the city" refers to the villagers' groups whose per capita arable land is less than 0. 1 mu within the Third Ring Road of this city.

Second, adjust and improve the compensation standard for land acquisition? The municipal government decided to adjust and improve the compensation standards related to land acquisition stipulated in the Notice of the Municipal Government on Implementing Unified Land Acquisition by the Government [1999] 155. The adjusted average annual output value of cultivated land in the first three years is shown in Annex I, the compensation standard of trees and flowers is shown in Annex II, and the compensation standard of ground attachments is shown in Annex III. The compensation fee for young crops is generally calculated according to the output value of crops in one season, and those that can be harvested as scheduled will not be compensated. The adjusted compensation standards for young crops are as follows: 800 yuan per mu in dry land, 900 yuan per mu in paddy field and 350 yuan per mu in vegetable field in three types of areas; Four types of areas, 700 yuan per mu of dry land, 800 yuan per mu of paddy field and vegetable per mu 1250 yuan.

Three, about the expropriation of collective land and other standards related to housing demolition.

Decree No.98 of the municipal government "Administrative Measures for House Demolition by Requisition of Collective Land in Xuzhou City" provides relatively principled provisions on the implementation procedures and resettlement methods of house demolition by collective land. The specific standards and relevant regulations required for the implementation of these Measures shall be implemented in accordance with Annexes 4, 5, 6, 7 and 8, in addition to Annexes 2 and 3 mentioned above.

This notice shall come into force as of July 1 2004. Land acquisition projects approved before this date shall be implemented according to the original land acquisition compensation standards. If the compensation standard for land expropriation in the Notice of the Municipal Government on Implementing Unified Land ExpropriationNo. Xu [1999] 155 is inconsistent with this document, this document shall prevail.
