1960 graduated from the Department of Physics of Donghai University with a bachelor's degree. 1968, master's degree and doctor's degree in physics from University of California, Berkeley. He has been a researcher at Princeton Institute of Advanced Studies for a long time from 197 1974, doing basic research on plasma physics and nuclear fusion theory, and making important contributions to the parametric instability and nonlinear theory of laser plasma interaction. Since 1975, he has worked in the University of Maryland for 27 years. 1975, the school hired him as a full professor of physics department to lead the plasma theory research group. 65438-0979 served as the director of the newly established plasma and nuclear fusion energy laboratory, leading the research of plasma physics. He was awarded the Outstanding International Service Award by the University of Maryland. He received an honorary doctorate from Chalmers Institute of Technology in Sweden for his achievements in plasma physics. In February 2003, Liu Quansheng was elected President of National Central University. Former presidents of Taiwan Province Central University include Dai Yungui, Yu Chuantao and Liu. After returning to the United States, Liu Quansheng also served as the dean of the Confucius Institute at the University of Maryland (the Confucius Institute at the University of Maryland is the first Confucius Institute in the world).
