The Guangdong Provincial Department of Education, the Provincial Development and Reform Commission, the Provincial Public Security Department, the Provincial People's and Social Welfare Department, the Provincial Housing and Construction Department and other departments, after several months of investigation, have solicited opinions from all walks of life for many times and issued a plan for the college entrance examination in different places in Guangdong. The plan is implemented in three steps: from 20 13, migrant workers and children of high-skilled talents in Guangdong have "zero threshold" to take the college entrance examination;
From 20 14, migrant workers who have a legal and stable occupation and residence and have a residence permit in Guangdong Province for more than three consecutive years, whose accompanying children have a three-year complete student status in a secondary vocational school in Guangdong Province, can take the higher vocational education examination in secondary vocational schools and be equally admitted as Guangdong candidates;
From 20 16, migrant workers who have a legal and stable occupation and residence and have a residence permit in Guangdong Province for more than three consecutive years, whose accompanying children have participated in the senior high school entrance examination in Guangdong for three years, can sign up for the college entrance examination, which is the same as that of Guangdong candidates.
With the consent of the provincial admissions office where the household registration is located, the children of migrant workers who do not meet the conditions for applying in Guangdong can borrow the examination in Guangdong from 20 14, but they must return to the province (city) where the household registration is located to participate in the admission.
At the same time, the plan requires all levels in Guangdong to formulate the implementation measures for the senior high school entrance examination for migrant children before March 20 13 according to the carrying capacity of local urban resources, and it will be implemented in March 20 13.
After several months of investigation, the plan was jointly formulated by the Guangdong Provincial Department of Education, the Provincial Development and Reform Commission, the Provincial Public Security Department, the Provincial People's Social Welfare Department, the Provincial Housing and Construction Department and other departments, and solicited opinions from all walks of life many times.
The relevant person in charge of the Guangdong Provincial Department of Education introduced that the reason for choosing the step-by-step implementation plan is based on the actual situation in Guangdong. There are four major problems in solving the college entrance examination in different places in Guangdong: First, there are many children moving with them, and the carrying capacity of educational resources is insufficient. It is estimated that more than 200,000 children of migrant workers will enter high schools every year in Guangdong, of which more than 80% are concentrated in the Pearl River Delta region. According to the calculation of existing students, there will be at least 200 junior high schools and senior high schools in the Pearl River Delta region alone, and the land, teachers and investment required for new schools are unbearable for Guangdong.
Second, the existing enrollment plans of high-quality universities in Guangdong, especially high-level universities, are difficult to meet the surge in demand for college entrance examination students in Guangdong;
Third, the rapid population expansion will have an impact on the future development of Guangdong. At present, the permanent population of Guangdong is 65.438+0.2 billion, of which 30.97 million are non-registered. Both the permanent population and the non-registered population rank first in the country.
Fourth, it affects the process of education equalization in Guangdong. The imbalance between urban and rural education development is a prominent problem in the process of education development in Guangdong. If the entrance examination conditions of migrant children in Guangdong are unconditionally liberalized, it will have an impact and impact on the balanced construction of education in Guangdong.
