Changxing Island (Xi Zhong Island) petrochemical industrial base is the main carrier of Dalian petrochemical industry development. Yang Guangzhi, secretary of the Party Working Committee and director of the Management Committee of Changxing Island Economic and Technological Development Zone, said that Dalian has formed three petrochemical industrial clusters, and initially established the industrial chain foundation of aromatic hydrocarbon and "refining-paraxylene (PX)-PTA- polyester". In terms of industrial scale, China Petroleum Dalian Petrochemical Co., Ltd., Dalian Western Pacific Petrochemical Co., Ltd. and Hengli Petrochemical Co., Ltd. (hereinafter referred to as Hengli Petrochemical) have a total refining capacity of 50.5 million tons/year, ranking first in the country; Hengli Petrochemical and Yisheng Fossilization combined PTA production capacity170,000 tons/year, making it the largest PTA industrial base in the world; Hengli Petrochemical and Dalian Fujia Dahua Petrochemical Co., Ltd. have a total PX production capacity of 5.9 million tons/year, ranking first in the country.

Yang Guangzhi said that the future development of Dalian petrochemical industry will mainly rely on the 20 million tons/year refining and chemical integration project of Hengli Petrochemical and the 20 million tons/year refining and chemical integration project of Xi Zhong Island, providing rich basic raw materials for industrial development. At the same time, the focus extends downward to industrial chains such as new chemical materials, aromatics, olefins, marine chemicals and hydrogen fuel cells.

By 2030, the total refining capacity of Changxing Island (Xi Zhong Island) petrochemical industrial base will reach 40 million tons, aromatic hydrocarbon 6,543.8+million tons and ethylene 6,543.8+million tons, the yield of refined oil will be less than 33%, and the proportion of new chemical materials and high-end chemicals will reach 30%. By 2035, Dalian's chemical output value will reach 800 billion yuan, achieving green, low-carbon, high-end, sustainable and safe development and becoming a world-class petrochemical industrial base.
