1. Article 12 is amended as: "Water supply enterprises are responsible for the maintenance and conservation of water meters for residential users and indoor and outdoor shared water supply facilities; Other indoor water supply facilities for residential users shall be repaired and maintained by the property owner.

Non-resident users are restricted by their walls or external walls of buildings. Water supply facilities outside the wall and measuring instruments used for trade settlement are managed and maintained by water supply enterprises, while water supply facilities inside the wall are managed and maintained by users.

Public special water supply facilities such as sanitation and greening are managed and maintained by users. 2. Seventeenth is amended as: "The intact rate of water supply facilities must meet the standards set by the state. Users, water supply enterprises and entrusted units shall update or overhaul the water supply facilities they manage. If the site needs to be temporarily occupied or excavated for repair or maintenance, it shall be restored in time.

No unit or individual may obstruct or interfere with the maintenance of water supply facilities. III. Article 24 is amended as: "Water supply enterprises shall regularly check water meters door by door. Users shall pay water charges in accordance with the prescribed measurement standards and water price standards. If the user fails to pay the water fee within the time limit, the water supply enterprise shall issue a reminder notice, and the user in arrears shall pay the water fee within 15 days from the date of receiving the reminder notice. If it cannot be paid on time due to special reasons, it shall be explained to the water supply enterprise. If the water fee is still not paid without justifiable reasons, the water supply enterprise may suspend the water supply.

The water used by non-resident users shall be classified and metered, and the water fee shall be paid according to the actual nature and amount of water used. If the meter cannot be read due to the user's reasons, the water fee can be charged according to the highest monthly water consumption in the first three months before the normal meter reading is resumed; If the water meter fails to measure due to non-user reasons, the water fee shall be charged according to the average water consumption in the first 3 months, and the measurement shall be resumed in time; If the water consumption of non-resident users is lower than the minimum flow value of household water meters, the water fee shall be paid according to the minimum flow value. Article 27 is added: "Water supply enterprises are responsible for the installation, maintenance and daily management of municipal fire water facilities, and the required expenses are included in the budget by the finance.

Fire water facilities shall be dedicated and shall not be used for matters unrelated to fire fighting and rescue work. "Five, delete thirty-sixth. 6. Article 37 is amended as: "Whoever, in violation of the provisions of Article 25 of these regulations, misappropriates urban water supply by receiving water from urban public water supply pipelines, intentionally damaging water metering devices, using fire-fighting water for non-fire-fighting purposes, pumping water from culverts, etc., shall be ordered by the municipal administrative department of urban water supply and water use to make corrections, and impose a fine of 1 000 yuan on residents. If a crime is constituted, criminal responsibility shall be investigated according to law.

If the time of stealing water cannot be determined, it shall be calculated as 180 days; Resident users are calculated at 3 hours per day; Non-resident users shall be calculated at twice the daily business hours or working hours, and the longest time shall not exceed 24 hours. "
