Declaration conditions:

1. Normal application: Those who meet the requirements of the "Implementation Opinions on Printing and Distributing the Reform of Professional Title System for Engineering and Technical Personnel" issued by Yunnan Provincial Department of Human Resources and Social Security and Yunnan Provincial Department of Industry and Information Technology can apply for the corresponding qualifications.

2. Declaration of special talents: academic qualifications or service years have not reached the normal declaration conditions, but their outstanding achievements and contributions have been widely recognized by the industry, which is in line with the Notice of the Yunnan Provincial Department of Human Resources and Social Security on Printing and Distributing the Evaluation Methods for Professional Titles and Professional Qualifications of Special Talents in Yunnan Province.
