Xiao Zhuoneng was born in Yan 'an, Shaanxi Province, the son of the founding general Guang, and the husband of Li Guyi. Before his death, he was the vice chairman of Shandong CPPCC and the general manager of China Ocean Science and Technology Group. On the afternoon of May 29th, 2020, Xiao Zhuoneng died of illness at the age of 78. The farewell ceremony was held in Beijing on June 2.
