(1) Be responsible for convening branch committees and general meetings, earnestly conveying and implementing the Party's line, principles and policies and the resolutions and instructions of superiors, studying and arranging the work of party branches, and timely submitting major issues in the work of party branches to the branch committees and general meetings for discussion and decision; (2) Understand and master party member's thoughts, work and study, find problems and solve them in time, and do regular ideological and political work; (3) Check the implementation of the work plan and resolutions of the Party branch. In view of the problems in the implementation, take timely measures to solve them. Report the work to the branch committee, the branch meeting and the higher party committee on time; (4) Keep close contact with administrative and trade unions and other mass organizations, exchange information, support their work, and fully mobilize the enthusiasm of all parties; (5) Pay special attention to the self-construction of the branch committee, organize the members of the branch to study on time, hold a democratic life meeting of the branch committee, strengthen unity, and give full play to the collective leadership role of the branch committee;

Article 22 The secretary of the Party branch presides over the overall work of the Party branch, urges other members of the Party branch to perform their duties and play their roles, pays special attention to the self-construction of the Party branch committee, and reports their work to the Party branch committee, general party membership meeting and the Party organizations at higher levels. The deputy secretary of the Party branch assists the secretary of the Party branch. Other members of the Party branch work according to the division of responsibilities.
