In order to thoroughly implement the spirit of the 20th Party Congress and the work arrangements of the provincial party committee and government, according to the action arrangement of "Building a Dream of Liaoning and Helping to Revitalize Liaoning", the Organization Department of Liaoning Provincial Party Committee and the Provincial Department of Human Resources and Social Security organized the special action of "Millions of Students Stay in Liaoning and Come to Liaoning" and the talent matching plan of "Hundreds of Schools and Thousands of Enterprises" to fully promote college graduates to stay in Liaoning and start businesses, and help to comprehensively revitalize new breakthroughs in three years.

Liaoning held 10 recruitment activities in Liaoning University of Science and Technology, Shenyang University of Chemical Technology, Shenyang Agricultural University, Shenyang Institute of Technology, Dalian Medical University, Liaoning University of Engineering Technology, Xi University of Posts and Telecommunications, Northwestern Polytechnical University, Xi 'an University of Science and Technology and Northwest University. In the recruitment activities, Liaoning Employment Talent Service Center and Northwestern University jointly built a talent cooperation workstation, Anshan and Northwestern Polytechnical University signed a framework agreement on school-land cooperation, and Shenyang and Northwestern Polytechnical University established a preliminary docking cooperation mechanism.
