Personnel shall be subject to the resume issued by the headhunter first. If other headhunters repeatedly send resumes, HR will inform them. The interview arrangement will also inform the first headhunter.

I suggest you encounter the same thing in the future. If you know, you can tell the headhunter that another headhunter recommended a company to you.
