Responsibilities of the infrastructure department
Under the leadership of the hospital party committee and hospital administration, organize and implement the hospital capital construction work according to the national capital construction laws, regulations and procedures, as well as the overall development goals and construction planning of the hospital. Mainly exercise the following management functions:
1. Implement the national guidelines, policies and construction regulations on capital construction, and formulate various "rules and regulations" for capital construction in combination with the actual situation of our hospital.
2, according to the requirements of the overall development goal of the hospital, combined with the current situation of hospital construction, correctly and comprehensively understand and analyze the hospital capital construction and planning, and organize the development planning of hospital capital construction.
3, according to the hospital development plan, organize the preparation of the annual infrastructure investment plan, strictly control the infrastructure investment, to ensure that the infrastructure investment control within the budget.
4. Organize the feasibility study of construction projects, prepare investment estimates, project budgets and project approval.
5, do a good job in the preliminary work of the construction project, responsible for the survey, design, construction and supervision of the bidding commission and the signing and execution of the contract.
6. In accordance with relevant government laws and regulations, be responsible for applying for and handling all formalities required for project construction, paying all kinds of expenses, and ensuring that the project starts construction on schedule.
7. Be responsible for the technical and construction management of hospital capital construction, and do a good job in the blue prints.the design, technical review, design change, quality supervision, completion acceptance, delivery procedures and warranty.
8. Be responsible for the price investigation of supporting equipment and materials for infrastructure projects, and supervise and inspect their quality.
9, responsible for the application and disbursement of funds for infrastructure projects. According to the approved capital construction plan, do a good job in the use and control of capital construction funds.
10, assist financial and auditing departments to manage capital construction funds, prepare project budget, project settlement and financial final accounts, review the project settlement of the construction unit, and prepare and submit various financial statements.
