Chapter I General Provisions Article 1 These Measures are formulated to strengthen the management of Lanzhou High-tech Industrial Development Zone and promote the development of high-tech industries. Article 2 Lanzhou High-tech Industrial Development Zone (hereinafter referred to as Development Zone, the same below) is a state-level high-tech industrial development zone approved by the State Council, which is led by the provincial people's government and specifically managed and guided by the provincial science and technology commission. Article 3 The scope of the Development Zone is: taking Ningwozhuang area in Chengguan District of Lanzhou City as the center, south to Dingxi South Road, west to Tianshui Road, east to 6101planned road in Fanjiawan, north to Binhe East Road and extending to Duanjiatan, with a total area of 5.2 square kilometers. Among them, Nanchang Road, Weiyuan Road, Keji Street and Dingxi Road are high-tech development radiation and economic and trade zones, and Nanhe Road is an industrial base. Article 4 The scope of high-tech development in the Development Zone shall be governed by Article 3 of the Measures for the Identification of High-tech Enterprises in Lanzhou High-tech Industrial Development Zone, Gansu Province. Article 5 The guiding ideology for the construction and development of development zones is to implement the national policy of commercialization, industrialization and internationalization of high-tech achievements, adhere to reform and opening up, and implement the special policies of the state for special economic zones, so as to make the development zones an incubator for the development of high-tech industries, drive the development of traditional industries, and realize the two-way opening window of "pushing the east to the west" and a comprehensive experimental zone for the reform of science, technology and economic systems. Article 6 Development zones should adhere to the combination of reform and development, and promote development through reform; Take public ownership as the main body and various economic components complement each other; Science and technology combining industry and trade; Promote the development of science and technology and improve the industrial technology base of this province; The combination of appropriate state support and independent development of enterprises; The principle of combining independent development with technology introduction and international cooperation will give preferential treatment to enterprises and personnel in the Development Zone. Chapter II System Article 8 The Gansu Provincial People's Government shall set up a leading group for the Development Zone to exercise centralized and unified leadership over the construction and development of the Development Zone, and supervise and coordinate the implementation of these Measures. The Development Zone Office is under the centralized management of the Provincial Science and Technology Commission. Article 10 The main responsibilities of the Development Zone Office are:

(three) to be responsible for the management of business activities such as the pre-examination of new enterprises, the identification and appraisal of high-tech enterprises and products, and the approval of development projects;

(4) To assist the relevant departments in managing the import and export business of high-tech products, and be responsible for the examination and approval of the projects of going abroad and introducing foreign experts by scientific and technical personnel and business personnel of enterprises in the Development Zone, and the examination and approval of the introduction of funds below100000 USD, the pre-examination of technology introduction projects below $5 million USD and the introduction of instruments and equipment by enterprises;

Article 14 A technology import and export company may be established in the Development Zone to handle the import and export business of high-tech and products. Article 15 Lanzhou Customs may set up branches in the Development Zone as needed to be responsible for the collection and management of import and export goods and customs duties. Chapter III Capital Construction Article 16 Land and construction in the Development Zone shall be jointly managed by the Development Zone Office and the urban planning and land management departments. Without approval, no unit or individual may occupy land or obstruct the construction of the development zone for any reason. Seventeenth provincial and municipal people's governments issue a certain scale of infrastructure "cage" to the development zone every year, and arrange infrastructure plans and matching funds according to financial resources to carry out the construction of the development zone.

High-tech enterprises in the development zone raise funds to build, expand and rebuild production and operation houses (including ancillary houses and corresponding demolition and resettlement houses, etc.). ), with a total investment of less than 500,000 yuan, approved by the Development Zone Office; If it exceeds 500,000 yuan, the enterprise will put forward the infrastructure project plan, which will be summarized by the Development Zone Office and submitted to the Provincial Planning Commission for approval.
