Article 4 The scope of high-tech development in the Development Zone shall be governed by Article 3 of the Measures for the Identification of High-tech Enterprises in Lanzhou High-tech Industrial Development Zone, Gansu Province. Article 5 The guiding ideology for the construction and development of development zones is to implement the national policy of commercialization, industrialization and internationalization of high-tech achievements, adhere to reform and opening up, and implement the special policies of the state for special economic zones, so as to make the development zones an incubator for the development of high-tech industries, drive the development of traditional industries, and realize the two-way opening window of "pushing the east to the west" and a comprehensive experimental zone for the reform of science, technology and economic systems. Chapter II System Article 8 The Gansu Provincial People's Government shall set up a leading group for the Development Zone to exercise centralized and unified leadership over the construction and development of the Development Zone, and supervise and coordinate the implementation of these Measures. Article 14 A technology import and export company may be established in the Development Zone to handle the import and export business of high-tech and products. Article 15 Lanzhou Customs may set up branches in the Development Zone as needed to be responsible for the collection and management of import and export goods and customs duties. Chapter III Capital Construction Article 16 Land and construction in the Development Zone shall be jointly managed by the Development Zone Office and the urban planning and land management departments. Without approval, no unit or individual may occupy land or obstruct the construction of the development zone for any reason.
