The 11th National Congress of the Communist Party of China (CPC) was attended by 15 10 delegates, but actually attended 1502 delegates. Representing more than 35 million party member.
The Congress declared that the "Cultural Revolution" which lasted for 10 years had ended, and reiterated the task of building a socialist modern power, but failed to correct the "Left" wrong theories, policies and slogans of the "Cultural Revolution".

The Congress elected a Central Committee composed of 20 1 members and 132 alternate members.
Subsequently, the First Plenary Session of the Eleventh Central Committee elected the Political Bureau of the Central Committee and its Standing Committee, elected Hua Guofeng as the chairman of the Central Committee, and Ye Jianying, Deng Xiaoping, Li Xiannian and Wang Dongxing as vice-chairmen.
