Prior to this, on September 3, 2008, a tip-off letter signed "Unemployed Workers and Peasants in Chengbu County" was circulated on the Internet. The tip-off letter lists many misdeeds of Wu's "alleged abuse of power, collusion between officials and businessmen to occupy performance stocks, and selling state-owned land and mineral resources at low prices".
In 2009, the Shaoyang Municipal Commission for Discipline Inspection initiated an investigation into the case of Wu, the former county party secretary of Chengbu Miao Autonomous County, who was suspected of dereliction of duty and accepting bribes according to the requirements of the Provincial Commission for Discipline Inspection and the higher-level procuratorial organs. On April 24, 2009, the National People's Congress Standing Committee (NPCSC) voted to pass a report on the qualification of deputies. Wu was disqualified from the National People's Congress for violating discipline and being suspected of committing a crime. On April 24th, 2009, the Eighth Session of the 11th the National People's Congress Standing Committee (NPCSC) voted and adopted the report on the representative qualification of individual delegates. According to the relevant provisions of the Representative Law, Wu's qualification as a representative of the National People's Congress was terminated.
According to the relevant departments of Hunan Province, Wu has been removed from the post of county party secretary of Chengbu Miao Autonomous County, Hunan Province.
According to the report of the Credentials Committee of the National People's Congress Standing Committee (NPCSC), Wu, a representative of the 11th National People's Congress elected by Hunan Province and the former county party secretary of Chengbu Miao Autonomous County of Hunan Province, submitted a request to the General Assembly to resign as a representative of the National People's Congress, and the Standing Committee of Hunan Provincial People's Congress decided to accept his resignation request.
At present, there are 2984 deputies to the 11th National People's Congress. Chengbu Miao Autonomous County 178 case of farmers refusing to accept the compensation standard for land expropriation decided by Hunan provincial government. After the case was filed in Changsha Intermediate People's Court, Changsha Intermediate People's Court informed Wu, the county magistrate of Chengbu Miao Autonomous County, to participate in the coordination outside the case as a defendant, and Wu made preparations early. The court fax machine sent a document from the general office of Hunan Provincial People's Government without the approval number. The title of the fake document is "Opinions on the Payment of Compensation and Resettlement Funds for Newly-added Land Requisition and Demolition of Three Freeways in Our Province". Because Wu failed to fulfill the contract signed with Yang Zongcai, the litigation agent entrusted by 178 farmers in Changsha Intermediate People's Court, and failed to pay the farmers for land acquisition and demolition for more than six months, Yang Zongcai informed the relocated households along the line that representatives would participate in the coordination again. Wu ordered the Public Security Bureau to search and steal all the investigation materials, cameras, bankbooks and even legal books published by the Law Society, and detained Yang Zongcai for ten days. During my detention, the police chief Liu Entuan showed me the original fake documents. I saw that this fake document was not signed by the legal representative of Hunan Provincial People's Government, but signed by others. What is even more doubtful is that the seal below is not the red seal of Hunan Provincial People's Government, but the seal of Hunan Economic Development Co., Ltd., a private enterprise.
Corrupt officials or not
It is not clear whether Wu violated the law, and the trial of related cases is going on further.

After Wu was detained, her daughter Wu opened a blog on the Internet to plead for her father's injustice. In many of her online blogs, Wu listed her family poverty, her father's daily life and personal style, which caused great fluctuations on the Internet. Forty-two NPC deputies in Wu signed a letter to plead for her injustice.
Wu Wei's father's blog, which was rehabilitated, listed a large number of factual arguments after the verdict was pronounced in the first instance, which aroused the sympathy and recognition of most netizens.
Later, with the intervention of many media in Netease, as her daughter said, Wu's personality and lifestyle in her usual work were confirmed. Although all media reporters who visited Shaoyang, including Beijing News, Democracy and Legal Times and Rule of Law Weekend, confirmed Wu's local reputation and verified the authenticity of the family of "corrupt officials" exposed by Wu's blog, Wu was a workaholic. He doesn't eat or drink for personal gain, never participates in various hidden rules of officialdom, and even refuses to pave the way for his relatives' career. Life is frugal, and the only formal house is a 90-square-meter house in Chengbu. However, the media investigation did not make the court pay attention to the hidden feelings behind the case.
