According to public information, Qiu was born in September 1955. He is from Luchuan County, Guangxi. In his early years, he worked as a steel factory worker in his hometown and as an industrial and commercial cadre in Yulin area.
1977 After resuming the college entrance examination, Qiu was admitted to the Department of Economics of Peking University (now Peking University Institute of Economics), and 1978 to 1982 studied in Peking University. At that time, his classmates included the current President of the People's Bank of China, a member of the 13th CPPCC, deputy director of the Economic Committee, former deputy director of the National Development and Reform Commission, and former vice president of Peking University.
1982 After graduating from Peking University, Qiu worked in the Secretariat Bureau of the General Office of the Central Committee. He served as a cadre, deputy director and director of the Secretariat Bureau of the General Office of the Central Committee, a cadre at the level of the Central Financial and Economic Leading Group Office, and a secretary of the General Office of the Central Committee and the General Office of the State Council.
