The term "forest fire prevention" as mentioned in these Regulations refers to the prevention and fighting of fires in forests, trees and woodlands. Third forest fire prevention work to implement the policy of prevention first, scientific fighting and active fighting. Fourth forest fire prevention work to implement the chief executive responsibility system of the people's governments at all levels. Fifth people's governments at all levels should include forest fire prevention funds into the fiscal budget and establish a stable fund guarantee mechanism. Sixth units responsible for forest fire prevention are encouraged to apply for forest fire insurance.
The relevant departments of the people's governments of cities, districts and counties (autonomous counties) and units with forest fire prevention tasks shall handle commercial insurance for personal accidental injuries for their professional forest firefighters.
Encourage the relevant departments of the people's governments of cities, districts and counties (autonomous counties) and units with forest fire prevention tasks to handle personal accident insurance for semi-professional forest fire fighters. Seventh units and individuals responsible for forest fire prevention and making outstanding contributions in forest fire prevention work shall be commended and rewarded.
Other units and individuals in any of the following circumstances, the people's government of the city, county (Autonomous County) or its forest fire prevention headquarters shall commend and reward:
(1) reporting forest fires in time to avoid heavy losses;
(two) outstanding performance in forest fire fighting;
(three) the popularization and application of forest fire prevention technology has made remarkable achievements;
(four) made other significant contributions in the prevention and fighting of forest fires. Chapter II Responsibility for Forest Fire Prevention Article 8 People's governments at all levels shall strengthen their leadership over forest fire prevention, establish and improve the responsibility system for forest fire prevention, strengthen the construction of forest fire prevention infrastructure, forest fire prevention command system and forest fire prevention team, do a good job in forest fire prevention publicity and education, prevent and put out fires, and deal with forest fires in time. Ninth city, county (Autonomous County) people's government forest fire prevention headquarters is responsible for organizing, coordinating and guiding the forest fire prevention work within their respective administrative areas, and its main responsibilities are:
(a) responsible for the publicity and implementation of forest fire prevention laws and regulations;
(two) to coordinate and solve major problems related to forest fire prevention among various departments and regions in the region;
(three) to guide and supervise the establishment of forest fire prevention responsibility system and organize the inspection of forest fire prevention work;
(four) to guide the formation of forest fire prevention team, organize forest fire prevention training and emergency plan drills;
(five) to organize and direct the fighting and rescue of forest fires, and to guide and supervise the investigation and evaluation of forest fires;
(six) other duties as prescribed by laws and regulations. Tenth city, county (Autonomous County) people's government departments in charge of forestry is responsible for the supervision and management of forest fire prevention within their respective administrative areas, to undertake the daily work of the forest fire prevention headquarters of the people's government at the same level.
City, county (Autonomous County) people's government development and reform, public security, finance, civil affairs, health, transportation, education, gardens, meteorology, commerce, communications and other departments in accordance with the division of responsibilities, do a good job in forest fire prevention. Article 11 The management units and individuals of forests, trees and woodlands, villagers' committees (villagers' groups), residents' committees, enterprises, institutions and other organizations in forest areas shall, in accordance with the requirements of the people's governments of counties (autonomous counties) or township (town) people's governments and the forest fire prevention headquarters of subdistrict offices, establish the responsibility system for forest fire prevention, delimit the responsibility areas for forest fire prevention and define the persons responsible for forest fire prevention.
Forest, forest and woodland management units and individuals shall bear the responsibility of forest fire prevention within their business areas. Twelfth railway and highway management units in the forest area are responsible for the fire prevention work of their forest land, and cooperate with the local people's government to do a good job in the fire prevention work of forest fire danger areas along the railway and highway.
The high-voltage wire and cable management unit crossing the forest area shall organize personnel to patrol the line, regularly check the safety of the tower, and eliminate the hidden danger of forest fire.
Management units of natural gas and oil pipelines passing through forest areas, and management units of inflammable and explosive places within one kilometer of forest areas and outside forest areas shall build forest fire prevention facilities, equip them with fire extinguishing equipment, and designate special persons to be responsible for fire prevention. Thirteenth people's governments at all levels should sign the responsibility book of forest fire prevention step by step. County (Autonomous County) people's government or township (town) people's government, street office forest fire prevention headquarters shall sign a letter of responsibility for forest fire prevention with the units, organizations and individuals responsible for forest fire prevention within their respective jurisdictions, and implement annual target management of responsibility. Article 14 Where forest fire prevention involves more than two administrative regions, the relevant local people's governments shall establish a forest fire prevention joint defense mechanism, delimit joint defense areas, define joint defense responsibilities, formulate joint defense systems and measures, and jointly do a good job in forest fire prevention work in the joint defense areas.
The people's governments of cities, districts and counties (autonomous counties) or their forest fire prevention headquarters shall establish a forest fire prevention system with the garrison and armed police forces.
