Notice of the State Sports Commission on Approving Strict National Referees
Referees who are eligible to apply for basketball at all levels must apply in person. The application procedure is: apply for a higher level on the basis of the existing level. Referees without grade titles must start from the lowest grade of the third grade and gradually apply for a higher grade. After an individual application, the grass-roots unit shall assess the actual situation of the recommended person according to his own application. Recommend to the relevant examination and approval departments, declare national referees must participate in the unified examination organized by the Basketball Division of the State Sports General Administration and the Basketball Association, and the first-level referees must participate in the examination organized by the provincial and municipal information, the Autonomous Region Sports Commission and the Basketball Association. The examination and approval authority granted by basketball referees is: national referees, first-class referees approved by the State Sports Commission, provincial, municipal and autonomous regional sports commissions, and second-class and third-class referees approved by prefectural and county sports commissions. Sports institutes directly under the State Sports Commission and industry sports associations may examine and approve basketball referees of their own units and systems below the first level, and sports institutes affiliated to provinces and cities may examine and approve their own units and third-level referees. Referees recognized by the above two places must be reported to the local sports commission for the record.
