The Southeast Third Ring Road referred to by Secretary Zhang Chaochao should be the southernmost part of the southeast region outside the Second Ring Road, that is, the area bounded by Yuxiang Street to the east, Cangning Road to the south, Third Ring Road to the north and Zhai Ying Street to the west. Even though this area may extend eastward to Fuxing Street and westward to the east of Shengli Street, the key area should still be the areas on both sides of Jianhua Street.

1, the Southeast Third Ring Road area is different from the six major urban renewal areas in Shijiazhuang. The construction of the six urban renewal areas is the demonstration area, leading area and window area of Shijiazhuang, and the planning and construction of the Southeast Third Ring Road area is carried out under the demonstration of the construction of the six urban renewal areas.
2. The Southeast Third Ring Road mainly involves the planning and construction of Luancheng District, and the territorial responsibility is Luancheng District. Therefore, the planned construction area should be some areas connecting Luancheng and the main urban area in the South Third Ring Road, while the southern new urban area has been entrusted to the high-tech zone and has been planned as an international medical park. Therefore, the planning area must be the area near the main city of Luancheng District west of Fuxing Street.

After a large-scale determination, I think the key area in the region should still be Yuxiang Street-Zhai Ying Street area, because the south extension of Jianhua Street and Cangning Road will be opened in 2023, indicating that these two roads will be the main road networks in the future. I have mentioned many times the planning of the southeast area outside the Second Ring Road in Shijiazhuang, mainly the enclosed area of Yuxiang Street, Zhai Ying Street, South Second Ring Road and South Third Ring Road, with Cangsheng Road to the north. To the north of Cangning Road is an area being perfected, and to the north of South Third Ring Road is an area to be developed and perfected. With the rapid promotion to the north of Cangning Road and the start of planning and construction to the north of South Third Ring Road, this area will be the best demonstration area for planning and construction between the Second Ring Road and the Third Ring Road in Shijiazhuang except the high-tech zone. The smooth demolition of Fangcun and the planning of the third ring road in the southeast of the city indicate that this area will be a model area for future urban construction.
4. "Integration of production and city", "one main, four auxiliary and two-belt urban spatial pattern coordinate system" and "spatial layout of production, life and ecology" were mentioned many times in the meeting, indicating that the planning of this region must be related to the equipment manufacturing industrial base, and the industrial development will focus on the layout, that is to say, the industrial layout should drive the development of this region, and the planning within the region should meet the needs of industrial development. Guide the manufacturing industry related to the main city to settle in this area, and the equipment manufacturing industrial base with Betta as the core will also gain further imagination space, thus forming a seamless docking, integration, coordination and integration between the main city and Betta equipment manufacturing industrial base.
5. In the meeting, it was proposed that Cangning Road, Jianhua Street and South Third Ring Road should be connected, which only indicated that the intersection area of these two roads would be the key planning area of Southeast Third Ring Road, and these two roads would be the key urban trunk roads in this area in the future, and other roads would be built together. It is foreseeable that roads in these areas will be built one after another next year, such as Zhaoxian Street, Zhonglou Street, Nanyin West Street, Tiyu Street, Meijing Street, Zhai Ying Street and Duangao Road. In order to do a good job in traffic matching and road network construction, the northern part of the region has been quite good and perfect, and the road network construction in the southeast Third Ring Road region is just taking advantage of the trend, and I believe it will be improved soon.
In a word, the planning and construction of the Southeast Third Ring Road will connect the main city and Luancheng District more closely, and also provide a demonstration and sample for the perfect connection between the main city and key nodes in the future.
