After Liu Bang proclaimed himself emperor, Lv Zhi was renamed Empress, and Liu Yuxin was called Crown Prince. Liu Bang made Luoyang his capital at first, and then made Chang 'an (now Xi City, Shaanxi Province), east of Xianyang, on the advice of Lou Jing, a soldier stationed in the army, in order to achieve long-term stability. But at that time, Liu Bang was not as powerful as Xiang Yu, so he offered to give Xianyang to Xiang Yu to show sincerity and willingness to reconcile, to show Xiang Yu that he was willing to obey Xiang Yu's command and to convince Xiang Yu that he did not want to compete for the world.
So Xiang Yu settled down to attack the State of Qi and set his heart on dominating the world. Liu Bang carefully planned to wait for an opportunity, defeated Xiang Yu in one fell swoop when Xiang Yu was the weakest, and established the Han Dynasty.
