Born in 1920, Shuidonggou, Ji County, Shanxi Province. 1936 joined the vanguard of the Chinese nation, and in the same year 10 joined China. After taking part in the revolution, Zhang Tiemin, who served as secretary of Jixian County Committee, secretary of Fennan Working Committee and deputy secretary of the newly-built county Committee, 1949 served as deputy secretary of Jinsui County Committee, went south to Xikang with the army, served as organization minister, secretary-general of Xikang Provincial Party Committee and first vice president of Party School, 1954 was appointed as a member of Xikang Provincial People's Government by the Central People's Government, and later served as director of the transportation work department of the Central People's Government and economic committee of Northwest Bureau of the Central Committee of the Communist Party of China. Delegate to the 12th National Congress of the Communist Party of China (CPC). 1September 1985 17 died at the age of 65.
