He used to be the deputy director of the Central Committee of the Communist Party of China Confidential Bureau, the president of Nanjing Military Region Confidential School, the director of the Institute of National Defense Science and Technology Commission and the secretary of the Party Committee. 1962 to 1964, delegated to Fujian Province, served as member of Fujian Provincial Committee of the Communist Party of China and deputy secretary of Jinjiang District Committee of Fujian Province.
