"Several Opinions of the Supreme People's Court on Improving the Judicial Responsibility System of People's Courts" (hereinafter referred to as opinions) makes it clear that the system of lifelong investigation of misjudged cases will be implemented in seven cases, such as judges altering, concealing, forging, stealing and intentionally destroying evidence. On the issue of how to divide the responsibilities of judges, collegiate panels and judicial committees, the opinion stipulates that if the judicial Committee violates the principle of democratic centralism in discussing cases and leads to the wrong decision of the judicial Committee, the host shall bear the main responsibility. The Opinions pointed out that to improve the judicial responsibility system of the people's courts, we must take strict judicial responsibility system as the core, the operating mechanism of judicial power as the premise, the jurisdiction of judicial organizations and the clear responsibilities of judges as the basis, and the effective trial management and supervision system as the guarantee, so that judges are responsible and the people's courts exercise judicial power independently and impartially according to law.
