The state implements the parallel system of civil servants' positions and ranks, and sets up the sequence of civil servants' leadership positions and ranks according to their positions and responsibilities. Civil servants need to meet three conditions: performing public duties according to law, being included in the state administrative establishment, and being paid by the state finance. However, CRRC and its employees are paid by their own enterprises, so they are not qualified as civil servants. Therefore, CRRC Group has no administrative level.
