He used to be the deputy director of the Legal Affairs Department of the Law Department of the People's Bank of China, the director of the Financial Creditor's Rights Management Department of the Law Department (director level), the director of the Legal Affairs Department of the Policy and Regulation Department of the China Banking Regulatory Commission, the director of the Legal Advisory Department and the deputy inspector (during which he served as the assistant to the mayor of Liuzhou).

In September 2008, he served as deputy mayor of Nanning.
