First, the establishment of the preparatory group for the first owners' meeting (a) the members of the preparatory group. Members of the preparatory group for the first owners' meeting are composed of residential owners, non-residential owners and construction units, among which residential owners are recommended by not less than 20 owners (excluding recommended owners). Only a residential area (building) with a single property can only be composed of the owners and construction units of a single property.
(2) Suggestions of co-owners. For the first time, the 5- 15 owners jointly (hereinafter referred to as joint owners), with the cooperation of the Land and Housing Management Bureau of the district where the property is located, posted the Proposal on Establishing the Preparatory Group for the First Owners' Meeting (hereinafter referred to as the Proposal) and the Self-recommendation Form for the members of the Preparatory Group (hereinafter referred to as the Self-recommendation Form) in a prominent position in the property management community (building) for publicity.
(three) the information submitted by the joint owners for future reference. The joint owners will send the Letter of Preparation for the Establishment of the First Owners' Meeting, the Proposal, the Signature Form for Supporting Owners (Annex 3), and the valid property certification materials and copies of personal ID cards of the joint owners and the recommended owners to the District Bureau of Land and Housing Management for filing and future reference.
(four) the supplementary information recommended by the owner during the publicity period. During the publicity period of the Proposal, the owners (residential owners should be recommended by not less than 20 owners, excluding the recommended owners) can recommend themselves to participate in the preparatory group (hereinafter referred to as "self-recommended owners"), fill in the self-recommended form, and provide the signature form of the recommended owners, valid property certification materials of themselves and the owners who recommended themselves to participate in the preparatory group, and a copy of their personal ID cards. The above materials are in duplicate.
(5) the preparatory group. After the expiration of the publicity of the Plan, under the guidance of the District Bureau of Land and Housing Management, the first co-owners will produce 5- 15 people as members of the preparatory group within the scope of co-owners and self-recommended owners (considering the number of houses and the occupied area of houses). During the publicity period of the "Proposal", if there is no self-recommendation by the owner or the self-recommendation owner does not meet the conditions for self-recommendation, the co-owner will become a member of the preparatory group.
(six) the handling of the owner's objection after the members of the preparatory group are produced. After the members of the preparatory group are produced? If the owners have any objection to the members of the preparatory group, they may submit it to the District Bureau of Land and Housing Management. If it is not vetoed by more than half of the owners with voting rights, it will be regarded as passed and will be regarded as a member of the preparatory group.
(seven) the construction unit to participate in the preparatory group. The construction unit or the public housing selling unit must authorize a representative to participate in the work of the preparatory group, fill in the Form of Members of the Construction Unit/Public Housing Selling Unit Participating in the Preparatory Group, and submit a copy of the construction project audit report approved by the planning department to the District Bureau of Land and Housing Management.
After the expiration of the "Proposal" of the co-owner, if the construction unit or the public housing selling unit fails to entrust representatives to participate in the work of the preparatory group, the District Bureau of Land and Housing Management will issue a Notice on Reporting the List of Members of the Preparatory Group to the construction unit or the public housing selling unit that has not filled in the "List of Members of the Construction Unit/Public Housing Selling Unit".
(8) Establish a preparatory group. The District Bureau of Land and Housing Management issued the Reply on the Establishment of the Preparatory Group for the First Owners' Meeting and the List of Members of the Preparatory Group for the First Owners' Meeting to the Preparatory Group. With the cooperation of the District Bureau of Land and Housing Management, the preparatory group will post the reply and list in a prominent position in the property management community (building).
Two, formulate and adopt the rules of procedure of the owners' congress and the owners' convention.
(1) Drafting and publicizing documents. The preparatory group drafted the rules of procedure of the owners' congress (draft for comments) and the owners' convention (draft for comments) and their announcements, and publicized them in a prominent position in the property management community (building) for 5 days; At the same time, solicit opinions from all owners. After soliciting opinions, the preparatory group will publicize the revised rules of procedure of the owners' congress and the owners' convention again for five days.
The rules of procedure of the owners' congress (draft for comments) shall include the discussion mode of the owners' congress, the voting procedure, the determination method of the owners' voting rights, the formation method of the owners' committee, the composition, position and term of office of the members of the owners' committee, and the conditions that the members of the owners' committee should meet.
(2) Confirm the voting rights of the owners. The preparatory group confirms the identity of the owners, determines the voting rights of the first owners' meeting, and issues the rules of procedure of the owners' meeting and the voting votes of the owners' convention to the owners.
(3) Prompt the owner and supervise the votes. District Guotufangguan Bureau publicizes the Rules of Procedure for Owners' Congress of Guangzhou Guotufangguan Bureau (model text) in the property management community (building), and the preparatory group publicizes the Rules of Procedure for Owners' Congress and the Owners' Convention, and supervises the voting on the Rules of Procedure for Owners' Congress and the Owners' Convention. It must be approved by more than 2/3 of the voting rights held by all owners in the property management community (building).
3. Elect the first owners' committee.
(1) Publish the notice of the conference. 15 before the owners' meeting is held to elect the owners' committee, the preparatory group will post the sample ballot format, the resumes of the candidates for the owners' committee and the Notice on Holding the Owners' Meeting to Elect the members of the owners' committee in a prominent position in the property management community (building) for not less than 5 days, and notify all the owners and relevant neighborhood committees. The notice of convening the owners' meeting to elect the members of the owners' committee shall include the time and place of the meeting and the qualifications of the candidates for the members of the owners' committee.
(2) Check the information submitted by candidates. Owners who meet the qualifications of candidates for members of the owners' committee (residential owners should be recommended by at least 20 owners, excluding the recommended owners) fill in the resume form of candidates for members of the owners' committee, the signature form of the owners who provide recommendation support, the valid property certification materials of themselves and the recommended owners, the original personal identity card (returned after verification) and a copy, and submit them to the preparatory group for verification. The preparatory group will post the resumes of the candidates of the owners' committee in a prominent position in the community (building).
