At the beginning of his accession to the throne, Gao Zhan appointed Gao Guiyan, the uncle of Zuping, the king of Qin who welcomed him with great achievements, as the secretariat of Jizhou. Soon, Gao Guiyan rebelled in Jizhou, and Gao Zhan sent troops to besiege the city, captured Gao Guiyan alive, and took him to Yecheng. "There was a bare car, one tied to his face, and fifteen descendants left the city."

Among these ministers, Gao Zhan is the most valued. He Shikai's ancestor was originally a businessman from the western regions, and his original surname was Su He. Later, he stayed in Linzhang and gradually settled in the Central Plains. When Gao Zhan is not in office, he likes to hold hands (a chess game). He Shikai was good at this, so they became good friends. "Smart is eccentric, good at talking about Hu Pipa, and love it because of relatives." At that time, He Shikai flattered Gao Zhan: "Your Highness is not the Emperor of Heaven, but the Emperor of Heaven." Gao Zhan replied: "Qing is not a world, but a world god." When he became emperor, Gao Zhan "had to meet scholars in a short time". He advised Gao Zhan: "Since ancient times, emperors have been dust, and Yao and Shun have been virtuous and confused. What's the difference after death? Your majesty should cherish his youth, enjoy himself and be happy for thousands of years. You can tell the minister about state affairs, so why bother yourself! " Gao Zhan Dayue, from now on, only took three or four days to pose in court, just signed a word, "A little speechless, smoothly entered the court", and went back to the harem to continue playing. He Shikai's "rape and flattery, affection, appreciation before and after, unforgettable" was passed on to the queen Hu.

Gao Shaode, the king of Taiyuan, is the second son of Wen Xuandi Levin. Wu Chengdi rebelled against Gao Shaode's mother Hou Li and scolded Gao Shaode: "When your father hit me, he didn't come to save me!" He killed Gao Shaode with a knife ring in front of Hou Li and buried him in Youyu Garden.

Yu, the eldest son of Gao Cheng, advised not to hold hands with courtiers, and said that the father of Wang Gao, Zhao County, died of sin, so it was not appropriate to get too close to him. He Shikai and Gao Sou put it out. Gao Zhan was furious. He ordered Gao Xiaoyu to drink 37 glasses of wine at a banquet and poisoned him on his way home. Gao Xiaoyu is fidgety, fidgety, bored, and extremely uncomfortable. He drowned.

Gao Xiaoyu's third brother, Hejian Wang, is Gao Cheng's eldest son. When he heard that his eldest brother had been poisoned, he hated stabbing arrows to vent his resentment. After hearing this, He Shikai said to Gao Zhan, "Gao Xiaowan will shoot the scarecrow as you!" Gao Zhan ordered a message, and a concubine who fell out of favor in Gao Xiaowan lied: "Xiaowan drew your majesty's figure and cried her teeth at night." In fact, the image is that Wang Hejian's father Gao Cheng, his son remembers his father, and he often cries for it. Gao Zhan was very angry. He took Gao Xiaowan into the palace and sent guards to whip Gao Xiaowan. Then he killed Gao Xiaowan himself.

In July of the third year of Heqing (564), Gao Zhan thought it was ominous because of the "Hundred Macro Days" and "Red Stars Seeing the Sky", and he wanted to kill Prince Gao and King Gao Bainian of Leling to suppress the disaster. At that time, there was a Boling man named Jia Deyou who taught Gao Bai Nian calligraphy. Gao Bainian described several "troublesome" figures, and Jia Deyou secretly reported the matter to Gao Zhan. Because the word "trouble" has the meaning of the emperor's order, Gao Zhan seized this excuse and summoned his nephew to the palace to kill Gao Bainian.

In the fourth year of Heqing (565), when Gao Zhan was twenty-seven, a comet appeared. Taishi called it "when there is a new owner except the old cloth and the new image", that is, a new emperor should appear. In order to cope with the astronomical phenomena, Gao Zhan passed the throne to his own Prince Gao Wei, claiming to be the emperor's father, and the military affairs were salty for another day.

In the fourth year of Tiantong (568), Gao Zhan died at the age of 32 in Ye Gong Gan Shou Tang. He was named Wu Chengdi and buried in Yongping Mausoleum.
