The functions of tobacco companies are as follows: tobacco companies sell cigarettes, sell cigarettes to retailers, and retailers sell them to smokers. Tobacco companies are monopolized by the state, and the monopoly bureau is a public institution with certain administrative law enforcement ability, which adopts the civil service management model, but it does not belong to the civil service system. In 2008, the State Council issued the "Three Definitions" plan of the State Tobacco Monopoly Bureau, which further clarified the responsibilities of the State Tobacco Monopoly Bureau. Through the above stages, China has gradually formed a tobacco monopoly system and management system with "unified leadership, vertical management and monopoly" as the core. Fourteenth provinces, autonomous regions and municipalities directly under the central government, the annual total output plan of cigarettes and cigars issued by the planning department of the State Council. The annual total output plan of cigarettes and cigars of tobacco products production enterprises shall be issued by the provincial tobacco monopoly administrative department according to the plan issued by the planning department of the State Council, combined with the market sales situation, and the local people's government shall not issue the task of overproduction to tobacco products production enterprises. Tobacco products production enterprises need to produce cigarettes and cigars in excess of the annual total output plan according to the market sales situation, and must be approved by the tobacco monopoly administration department of the State Council.
