Daqing designated the seventh university as a "national treasure" university-Tianjin University. On the afternoon of July 3 1, Daqing Radio and TV University and School of Management of Tianjin University formally signed a cooperation agreement to jointly build Daqing Branch of School of Management of Tianjin University, and signed an intention agreement and a memorandum of talks on jointly building Daqing Institute of Chemical Technology.

After introducing, integrating and upgrading six universities and investigating many domestic universities, Daqing locked the seventh university in Tianjin University. Relying on Daqing Radio and TV University, Tianda School of Management took the lead in setting up Daqing Branch of School of Management of Tianjin University, holding all kinds of academic (degree) and non-degree classes at all levels, starting with EMBA, MBA, MPA and other education, and gradually forming a talent training pattern from undergraduate to graduate, covering continuing education, full-time education, distance education and other forms. According to the requirements of the National Academic Degrees Office and related professional steering committees and the needs of Daqing City, the specific plan shall be jointly agreed by both parties.
