Moderator: Liu Chunli went to the eastern region, Guangzhou, Fujian and Shanghai this time. What is your intuitive feeling?

Liu Chunli: Eastern regions, especially Shanghai, Jiangsu and Guangdong. The economic development level of these provinces is obviously higher than that of other regions. The biggest feature is not to solve the problem of food and clothing, but how to improve the industrial structure.

Moderator: How does Hou Jie feel?

Hou Jie: Unexpectedly, the east is the fastest growing area in our country. With the reform and opening up, China has entered the road of rapid economic development for about 20 years. In everyone's mind, it represents the best level of modern economic development in China. Before we went, we all had a basic concept, and we also had a certain understanding of the eastern provinces. For example, Zhejiang, as expected, for example, in the east, Zhejiang is still like Wenzhou and Ningbo in our hearts, which is my most prominent feeling in the interview.

Moderator: That's true. The eastern region is the region with the fastest economic development in China, especially with obvious industrial advantages. Through this interview, do you think the eastern region is focusing on the key points of development?

Liu Chunli: From the perspective of industry, this is a key point. Take Jiangsu and Guangdong as examples. Private economy occupies a very large proportion in the development of Jiangsu, which is a very good phenomenon in economic development. On the one hand, the development of private economy has stamina, on the other hand, it has brought great benefits to local farmers. What is more prominent in Guangzhou is the foreign aid economy. Foreign capital makes use of China's cheap land and labor, puts technology and sales abroad, and uses our land and labor to set up factories in Guangdong. A lot of the money earned in this case has flowed abroad. However, the real financial revenue brought to us and the actual benefits brought to local farmers are not obvious. So if this part is included in GDP, it is not the so-called green GDP. Guangzhou proposes to develop domestic aid economy. Its advantages don't look as big as Guangzhou's industry, but it still brings us many benefits. So this is my discovery of their industrial characteristics.

Hou Jie: As you just said, the eastern provinces are different. According to the spring theory, each province has its own characteristics. To develop economy, every place has its own local conditions, different people and different natural conditions. Take the provinces I have been to as an example. One of the biggest characteristics of Zhejiang people is that when I was chatting with Zhejiang people, a Shaoxing person told me that Zhejiang people want to be bosses as long as they have a few hundred dollars in their pockets, rather than working for others.

Moderator: More ambitious.

Hou Jie: Yes, Zhejiang people are innovative, and have the courage to create and realize their own values. If you go to Shandong, Shandong is a coastal area. Take Qingdao as an example, it is the first industrial base in China in the past five years, and it was then called "Shanghai, Qinghai and Paradise". Enterprises that develop high-tech electronic products in these years will gradually take the road of branding, build brands in Shandong and Qingdao, and drive the development of Shandong with brands.

For Hebei, Hebei has the characteristics of geographical environment. Hebei province is a province with agriculture as its main industry. How to deal with the problems of people's agriculture and rural farmers in Hebei Province is the most important thing in the development of Hebei Province in recent years. Each province has its own characteristics and gradually finds its own way according to its own characteristics.

Regional Economy: Unbalanced Development and Energy Tightening

Just now we talked about the key points of the new leap-forward development in the eastern region. So what do you think is the biggest problem facing the eastern region under the current situation? How to solve it?

Liu Chunli: In the eastern provinces I went to, each province has its own development bottleneck. The concept of oriental economics is a relatively developed region, but the eastern region also has its own western region. Jiangsu and Guangdong provinces are the most obvious in the eastern region. Jiangsu has the problem of southern Jiangsu and northern Jiangsu, which is much more advanced than northern Jiangsu across a river. The imbalance of regional economic development is the biggest problem in the two provinces. In the future development of Jiangsu, the coordinated regional development is the biggest economic goal. In Guangdong, the coordinated development of the three South and the three North is also proposed, and economic development is the most important for this province. Collaborative development includes many ways, from southern Jiangsu to northern Jiangsu, as well as cooperation projects and forms. This is obvious, and Guangdong's regional economy is not harmonious. Every year, the "Three North" Economic Forum is often held to introduce the capital, technology and talents from the Pearl River Delta to the north, so as to achieve regional development coordination as much as possible.

Another is Fujian. We believe that Fujian's economy is relatively developed, but compared with Shanghai, Jiangsu, Guangdong and other provinces, it is slightly backward. There are many mountains, and the per capita arable land is insufficient 1.6 mu. Fujian is also a highly industrialized province, so in the process of development, the most obvious problem is how to deal with the contradiction between industrial development and industrial land use. The biggest feature of Fujian's development is to develop industry and build industrial projects on hillsides while protecting cultivated land. When we visit Fujian, we can see that this province has a special feature. Industrial projects are built on mountains and feel like terraces. We call it industrial terraces. It has not only developed industrial projects, but also saved cultivated land, and truly implemented the performance of Scientific Outlook on Development.

Moderator: You can kill two birds with one stone.

Hou Jie: The provinces I have been to have a consistent bottleneck problem, which is the resources in the east. Relatively speaking, the economic development in the east is relatively rapid, and it has come to the forefront in all provinces and cities in China, but it has no resources. What if the development falls behind in the future? How to make the east develop faster? Especially in Zhejiang, there was a serious power shortage in the whole country last year, of which 1/3 was in Zhejiang. How to solve this problem? An entrepreneur told me, what should I do? What should I do if there is a shortage of electricity and water? If enterprises want to develop, only by taking the road of high technology can they develop step by step and go further.

Now this problem exists in the east, including Shandong and Zhejiang. How to continue to develop in the case of energy shortage, they chose many roads:

1, improve technical content, take an economical road, and save production and energy. In recent years, people in Shandong and Zhejiang have been talking about circular economy, reusing energy as much as possible and reducing energy consumption.

2, transfer, put money into the west, put it into places that can be developed, establish energy and resource bases in other places, promote the economic development of local Zhejiang, and at the same time promote the rapid improvement of the western economy.

The future east after the new leap: more advanced technology, more reasonable industry and more harmonious society.

Moderator: That's true. To establish and implement Scientific Outlook on Development, we must adhere to the people-oriented principle, establish a comprehensive, coordinated and sustainable development concept, and promote all-round economic and social development. This is a systematic project. At the same time, we should adhere to overall planning, pay attention to coordinated development, and establish the idea of turning from simple economic growth to all-round development of economy, society and people. This is very important. Through more than ten days of interview experience, you two have been to many places, and you can say that you have a general understanding of the whole eastern region. What do you think of the future development prospects of the eastern region? Can you describe the future of the East for us?

Liu Chunli: I think the country's original orientation towards the East is a new leap according to Scientific Outlook on Development's orientation. After it reached a stage, it took a new step. But to achieve a new leap, we must solve the development bottlenecks mentioned just now, such as regional disharmony and non-renewable resources. Only by solving these problems can we achieve a real new leap. This is what our country calls taking the lead in realizing modernization. At that time, when the country came to Jiangsu, it set the goal that Jiangsu took the lead in basically realizing modernization and realizing a well-off society. Therefore, Jiangsu province calls it "two firsts", and Jiangsu takes two firsts as its own goal. Dong, the process of rural urbanization is accelerating, and farmers get more benefits. This is the goal put forward by Jiangsu.

But for the future planning of Shanghai, the development advantage of Shanghai in the era of planned economy is very obvious. Our country's resources and talents flow to Shanghai, and funds flow to Shanghai, so Shanghai has its present position. After more than 20 years of reform and opening up, some Shanghai leaders and related experts visited Jiangsu and Zhejiang to compare their backwardness. It is found that the advantages of Shanghai are not as obvious as before. Now there are no fewer talents in Zhejiang and Jiangsu, and there are also many peripheral funds. The biggest problem facing Shanghai now is the lack of development. Therefore, it is proposed to revitalize the city through science and education. Today, the most important thing for Shanghai's economic development is to improve the industrial technology content and products with independent intellectual property rights. Therefore, it is proposed to revitalize the city through science and education. Now we put science and education in the most important position. Shanghai has realized the most prominent bottleneck of its own development, so it has established Zhangjiang economic platform, established a scientific research center in Baosteel and established a national technology transfer center, with the aim of transforming science and technology into productivity to the maximum extent.

Hou Jie: Just now, I also talked about the theory of spring, and the east is facing a new leap. The economic development of eastern provinces is ahead of other provinces in China. In this case, how to continue the development of the eastern region? If we paint a prospect, the future eastern region may be more advanced in science and technology, more reasonable in industry, including more harmonious society.
