In the first year of Zhou Pingwang (768 BC), under the escort of Qin Jun, Zhou Pingwang moved the capital to Luoyi (now Luoyang, Henan) to avoid the invasion of dogs. Zhou Pingwang appointed Zheng Wugong as Stuart, and asked him to assist the Zhou royal family with Jin Wengong. With the help of Zheng Wugong and Emperor Wen of Jin, Zhou Pingwang barely made it to the final stage. After moving eastward, the Zhou Dynasty was called the Eastern Zhou Dynasty. The year when the Eastern Zhou Dynasty began was the beginning of the Spring and Autumn Period.

At the same time of Zhou Pingwang's succession, the warlord Guo Shifu made Fu Bo, the son of Zhou Youwang, Di Zi, known as King Xie of Zhou in history, and the two kings tied for the Zhou Dynasty. In the 21st year of King Xie Zhou (750 BC), Jin Wengong, who supported Zhou Pingwang, attacked and killed King Xie Zhou, thus reuniting the Zhou Dynasty. It ended the coexistence of two kings in the Zhou Dynasty for 10 years and stabilized the situation in the early years of the Eastern Zhou Dynasty.
