2. Suggest the right to select cadres. Put forward opinions and suggestions on the adjustment of the leading bodies and leading cadres of all units managed by the county party Committee; Responsible for the inspection, appointment and dismissal, retirement and other work of the county party Committee management cadres; Guide the ideological style construction of county leading bodies.
3. The right to train and select cadres. Implement the principles and policies of the central, provincial and state committees on the construction of cadres, and organize the training and selection of young and middle-aged cadres. Responsible for the guidance and coordination of the construction of "three teams" in the county, and responsible for the education, training and management of talents.
4, the right to organize work planning. Guide the reform of the Party's organizational system and cadre and personnel system in the county from a macro perspective, and formulate or participate in the formulation of relevant policies and systems for the organization and personnel work in the county.
Legal basis: Article 9 of the Organic Law of People's Republic of China (PRC) Local People's Congresses and Local People's Governments at All Levels, the people's congresses of townships, nationality townships and towns shall exercise the following functions and powers:
(1) To ensure the observance and implementation of the Constitution, laws, administrative regulations and the resolutions of the people's congresses at higher levels and their standing committees within their respective administrative areas;
(2) adopting and issuing resolutions within the scope of its functions and powers;
(three) according to the national plan, decide the economic, cultural and public utilities construction plan within their respective administrative areas;
(four) to examine and approve the financial budget and budget implementation report within their respective administrative areas;
(five) to decide on the implementation plan of civil affairs work within their respective administrative areas;
(six) to elect the chairman and vice chairman of the people's congress at the corresponding level;
(seven) the election of township heads, deputy township heads, mayors and deputy mayors;
(eight) to listen to and review the work reports of the people's governments of townships, nationality townships and towns;
(nine) to revoke the inappropriate decisions and orders of the people's governments of townships, nationality townships and towns;
(10) Protect socialist property owned by the whole people and property collectively owned by the working people, protect citizens' legitimate private property, maintain social order and safeguard citizens' personal rights, democratic rights and other rights.
(eleven) to protect the legitimate rights and interests of various economic organizations;
(twelve) to protect the rights of ethnic minorities;
(thirteen) to protect women's rights such as equality between men and women, equal pay for equal work and freedom of marriage. The people's congresses of townships, nationality townships and towns where ethnic minorities live in compact communities shall, when exercising their functions and powers, take specific measures suitable for ethnic characteristics.
