The first chapter _ always _ _
Article 1 In order to strengthen the supervision and management of medical insurance funds, ensure the safety of funds, improve the efficiency of fund use, and safeguard the legitimate rights and interests of citizens' medical insurance, these Measures are formulated in accordance with the Social Insurance Law of People's Republic of China (PRC), the Regulations on the Supervision and Administration of the Use of Medical Insurance Funds and other laws and regulations, combined with the actual situation of this Municipality.
Article 2 These Measures shall apply to the participation of basic medical insurance (including maternity insurance) and the use, supervision and management of basic medical insurance (including maternity insurance) funds, medical assistance funds and other medical security funds within the administrative area of this Municipality.
Article 3 The people's governments of cities, districts and counties (autonomous counties) shall strengthen their leadership over the supervision and management of medical insurance funds, establish and improve the supervision and management mechanism and law enforcement system of medical insurance funds, strengthen the capacity building of medical insurance funds, and provide guarantee for the supervision and management of medical insurance funds.
Fourth municipal medical security administrative department is responsible for the supervision and management of the city's medical security fund. The administrative department of medical security of counties (autonomous counties) shall be responsible for the supervision and management of medical security funds within their respective administrative areas.
City, county (autonomous county) medical security institutions, in accordance with national requirements to provide standardized and standardized medical security services, to achieve full coverage of city, county (autonomous county), township (street) and village (community) services.
Development and reform, public security, civil affairs, finance, human resources and social security, agriculture and rural areas, health, retired military affairs, auditing, market supervision, drug supervision, taxation and other departments shall, within their respective functions and duties, do a good job in the supervision and management of medical security funds.
Article 5 This Municipality shall implement overall management of medical insurance funds at the municipal level to ensure uniform coverage, payment policies and treatment levels.
Article 6 Medical institutions, pharmaceutical business units (hereinafter referred to as pharmaceutical institutions) and other units as well as medical, medical insurance and pharmaceutical-related industry associations shall strengthen industry self-discipline, standardize medical service behaviors, and guide the rational use of medical security funds according to law.
