Meng is currently the secretary of Quzhou County Committee in Handan City, Hebei Province. Born in September 1968, Han nationality, Yongnian, Hebei. 202 1,1May 8, served as secretary of Quzhou County Party Committee.

Meng holds a postgraduate degree and a master's degree in business administration from the University of Illinois. He once worked in Handan Branch of Agricultural Bank of China, and served as a standing committee member, deputy magistrate and county magistrate of several county committees. Meng also has some experience in attracting investment. He led the Guantao county government team to carry out investment promotion activities in many places and discuss cooperation with local enterprises. He also led a government delegation to Suzhou, Jiangsu Province to inspect the food and beverage industrial park project.
